77 relating to mental health first aid training for university
88 employees.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 1001.201, Health and Safety Code, is
1111 amended by adding Subdivision (6) to read as follows:
1212 (6) "University employee" means a person employed by a
1313 public or private institution of higher education who regularly
1414 interacts with students enrolled at the university through the
1515 course of the person's duties.
1616 SECTION 2. The heading to Section 1001.203, Health and
1717 Safety Code, is amended to read as follows:
1818 Sec. 1001.203. GRANTS FOR TRAINING CERTAIN UNIVERSITY
1919 EMPLOYEES, SCHOOL DISTRICT EMPLOYEES, AND SCHOOL RESOURCE OFFICERS
2020 [EDUCATORS] IN MENTAL HEALTH FIRST AID.
2121 SECTION 3. Sections 1001.203(a), (c), and (e), Health and
2222 Safety Code, are amended to read as follows:
2323 (a) To the extent funds are appropriated to the department
2424 for that purpose, the department shall make grants to local mental
2525 health authorities to provide an approved mental health first aid
2626 training program, administered by mental health first aid trainers,
2727 at no cost to university employees, school district employees, and
2828 school resource officers.
2929 (c) The department shall grant $100 to a local mental health
3030 authority for each university employee, school district employee,
3131 or school resource officer who successfully completes a mental
3232 health first aid training program provided by the authority under
3333 this section.
3434 (e) A local mental health authority may contract with a
3535 regional education service center to provide a mental health first
3636 aid training program to university employees, school district
3737 employees, and school resource officers [educators] under this
3838 section.
3939 SECTION 4. The heading to Section 1001.2031, Health and
4040 Safety Code, is amended to read as follows:
4141 Sec. 1001.2031. SUPPLEMENTAL GRANTS FOR TRAINING CERTAIN
4242 UNIVERSITY EMPLOYEES, SCHOOL DISTRICT EMPLOYEES, AND SCHOOL
4343 RESOURCE OFFICERS [EDUCATORS] IN MENTAL HEALTH FIRST AID.
4444 SECTION 5. Section 1001.205, Health and Safety Code, is
4545 amended to read as follows:
4646 Sec. 1001.205. REPORTS. (a) Not later than September 30
4747 of each year, a local mental health authority shall provide to the
4848 department the number of:
4949 (1) employees and contractors of the authority who
5050 were trained as mental health first aid trainers under Section
5151 1001.202 during the preceding fiscal year;
5252 (2) university employees [educators], school district
5353 employees [other than educators], and school resource officers who
5454 completed a mental health first aid training program offered by the
5555 authority under Section 1001.203 during the preceding fiscal year;
5656 and
5757 (3) individuals who are not university employees,
5858 school district employees, or school resource officers who
5959 completed a mental health first aid training program offered by the
6060 authority during the preceding fiscal year.
6161 (b) Not later than December 1 of each year, the department
6262 shall compile the information submitted by local mental health
6363 authorities as required by Subsection (a) and submit a report to the
6464 legislature containing the number of:
6565 (1) authority employees and contractors trained as
6666 mental health first aid trainers during the preceding fiscal year;
6767 (2) university employees [educators], school district
6868 employees [other than educators], and school resource officers who
6969 completed a mental health first aid training program provided by an
7070 authority during the preceding fiscal year; and
7171 (3) individuals who are not university employees,
7272 school district employees, or school resource officers who
7373 completed a mental health first aid training program provided by an
7474 authority during the preceding fiscal year.
7575 SECTION 6. This Act takes effect immediately if it receives
7676 a vote of two-thirds of all the members elected to each house, as
7777 provided by Section 39, Article III, Texas Constitution. If this
7878 Act does not receive the vote necessary for immediate effect, this
7979 Act takes effect September 1, 2017.
