55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to continuing education requirements for certain
88 educators.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 21.054(d), (e), and (f), Education
1111 Code, are amended to read as follows:
1212 (d) Continuing education requirements for a classroom
1313 teacher must provide that not more than 25 percent of the training
1414 required every five years include instruction regarding:
1515 (1) collecting and analyzing information that will
1616 improve effectiveness in the classroom;
1717 (2) recognizing early warning indicators that a
1818 student may be at risk of dropping out of school;
1919 (3) integrating technology into classroom
2020 instruction; [and]
2121 (4) educating diverse student populations, including:
2222 (A) students with disabilities, including mental
2323 health disorders;
2424 (B) students who are educationally
2525 disadvantaged;
2626 (C) students of limited English proficiency; and
2727 (D) students at risk of dropping out of school;
2828 and
2929 (5) appropriate relationships, boundaries, and
3030 communication between teachers and students.
3131 (e) Continuing education requirements for a principal must
3232 provide that not more than 25 percent of the training required every
3333 five years include instruction regarding:
3434 (1) effective and efficient management, including:
3535 (A) collecting and analyzing information;
3636 (B) making decisions and managing time; and
3737 (C) supervising student discipline and managing
3838 behavior;
3939 (2) recognizing early warning indicators that a
4040 student may be at risk of dropping out of school;
4141 (3) integrating technology into campus curriculum and
4242 instruction; [and]
4343 (4) educating diverse student populations, including:
4444 (A) students with disabilities, including mental
4545 health disorders;
4646 (B) students who are educationally
4747 disadvantaged;
4848 (C) students of limited English proficiency; and
4949 (D) students at risk of dropping out of school;
5050 and
5151 (5) recognizing, preventing, and reporting
5252 inappropriate relationships between teachers or counselors and
5353 students.
5454 (f) Continuing education requirements for a counselor must
5555 provide that not more than 25 percent of training required every
5656 five years include instruction regarding:
5757 (1) assisting students in developing high school
5858 graduation plans;
5959 (2) implementing dropout prevention strategies; [and]
6060 (3) informing students concerning:
6161 (A) college admissions, including college
6262 financial aid resources and application procedures; and
6363 (B) career opportunities; and
6464 (4) appropriate relationships, boundaries, and
6565 communication between counselors and students.
6666 SECTION 2. As soon as practicable after the effective date
6767 of this Act, the State Board for Educator Certification shall
6868 propose rules implementing Section 21.054, Education Code, as
6969 amended by this Act.
7070 SECTION 3. An educator subject to continuing education
7171 requirements immediately before the effective date of this Act is
7272 not required to comply with the continuing education requirements
7373 described by Section 21.054(d), (e), or (f), Education Code, as
7474 amended by this Act, for any continuing education requirements
7575 period that ends before January 1, 2018.
7676 SECTION 4. This Act applies beginning with the 2017-2018
7777 school year.
7878 SECTION 5. This Act takes effect immediately if it receives
7979 a vote of two-thirds of all the members elected to each house, as
8080 provided by Section 39, Article III, Texas Constitution. If this
8181 Act does not receive the vote necessary for immediate effect, this
8282 Act takes effect September 1, 2017.
