                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 6, 2017      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB582 by Dale (Relating to driver's licenses and personal identification certificates issued to legal permanent residents of the United States and refugees or asylees lawfully admitted into the United States.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to require the Department of Public Safety to include on personal identification certificates and driver's licenses issued to legal permanent residents or lawfully admitted refugees or asylees of the United States an indication that the certificate or license is not valid proof of identity for voting purposes. The bill would also require legal permanent residents or lawfully admitted refugees or asylees of the United States to include a full set of fingerprints in an application for a driver's license. It is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources.  The bill would take effect on September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
