55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of a grant program for promoting
88 computer science certification and professional development for
99 public school teachers.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter I, Chapter 21, Education Code, is
1212 amended by adding Section 21.416 to read as follows:
1313 Sec. 21.416. COMPUTER SCIENCE CERTIFICATION GRANT PROGRAM.
1414 (a) The commissioner shall establish a computer science
1515 certification grant program to encourage teachers to:
1616 (1) become certified as computer science teachers; and
1717 (2) continue professional development in computer
1818 science education.
1919 (b) From funds appropriated for that purpose, the
2020 commissioner shall make grants to eligible providers that offer:
2121 (1) training for computer science certification for
2222 teachers in accordance with certification requirements adopted by
2323 the State Board for Educator Certification; and
2424 (2) professional development for currently certified
2525 computer science teachers to ensure certified teachers maintain
2626 working knowledge of current industry standard tools and resources.
2727 (c) To be eligible to receive a grant under this section, a
2828 provider must:
2929 (1) be:
3030 (A) an institution of higher education;
3131 (B) a regional education service center;
3232 (C) an independent school district or a
3333 partnership of multiple independent school districts; or
3434 (D) a nonprofit entity approved by the
3535 commissioner that has demonstrated experience in providing
3636 professional development in the area of educational technology; and
3737 (2) meet eligibility standards established by
3838 commissioner rule.
3939 (d) An eligible provider receiving a grant under this
4040 section must:
4141 (1) provide the training or professional development
4242 described by Subsection (b) to teachers in at least three high-need
4343 school districts, as determined by commissioner rule; and
4444 (2) in each school year, successfully provide the
4545 training necessary to enable at least 10 teachers to receive
4646 computer science certification.
4747 (e) The commissioner shall adopt rules necessary to
4848 implement this section.
4949 SECTION 2. Not later than December 31, 2017, the
5050 commissioner of education shall establish the grant program
5151 required under Section 21.416, Education Code, as added by this
5252 Act.
5353 SECTION 3. This Act takes effect immediately if it receives
5454 a vote of two-thirds of all the members elected to each house, as
5555 provided by Section 39, Article III, Texas Constitution. If this
5656 Act does not receive the vote necessary for immediate effect, this
5757 Act takes effect September 1, 2017.
