| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter B, Chapter 501, Local Government |
|---|
| 12 | 12 | | Code, is amended by adding Section 501.0741 to read as follows: |

| 13 | 13 | | Sec. 501.0741. PROJECT DESIGN AND CONSTRUCTION |
|---|
| 14 | 14 | | REQUIREMENTS APPLICABLE TO CORPORATIONS. A corporation must comply |
|---|
| 15 | 15 | | with the same procurement process methods for the design and |
|---|
| 16 | 16 | | construction of projects and construction services with which its |
|---|
| 17 | 17 | | authorizing unit must comply. |
|---|
| 18 | 18 | | SECTION 2. The changes in law made by this Act affecting |
|---|
| 19 | 19 | | contract requirements apply only to a contract for which a |
|---|
| 20 | 20 | | development corporation first advertises or otherwise solicits |
|---|
| 21 | 21 | | bids, proposals, offers, or qualifications or makes a similar |
|---|
| 22 | 22 | | solicitation on or after the effective date of this Act. A contract |
|---|
| 23 | 23 | | for which a development corporation first advertises or otherwise |
|---|
| 24 | 24 | | solicits bids, proposals, offers, or qualifications or makes a |
|---|
| 25 | 25 | | similar solicitation before the effective date of this Act is |
|---|
| 26 | 26 | | governed by the law in effect on the date the advertisement or |
|---|
| 27 | 27 | | solicitation is made, and that law is continued in effect for that |
|---|
| 28 | 28 | | purpose. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2017. |
