| 14 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 8 | | SECTION 1. Section 51.9685(a)(2), Education Code, is |
|---|
| 16 | 9 | | amended to read as follows: |
|---|
| 17 | 10 | | (2) "Institution of higher education" and "public |
|---|
| 18 | 11 | | junior college" have [has] the meanings [meaning] assigned by |
|---|
| 19 | 12 | | Section 61.003. |
|---|
| 20 | 13 | | SECTION 2. Section 51.9685, Education Code, is amended by |
|---|
| 21 | 14 | | adding Subsection (c-1) to read as follows: |
|---|
| 22 | 15 | | (c-1) Notwithstanding Subsections (b) and (c), a student |
|---|
| 23 | 16 | | enrolled in an associate or bachelor's degree program at a public |
|---|
| 24 | 17 | | junior college shall file a degree plan with the college not later |
|---|
| 25 | 18 | | than: |
|---|
| 26 | 19 | | (1) the end of the second regular semester or term |
|---|
| 27 | 20 | | immediately following the semester or term in which the student |
|---|
| 28 | 21 | | earned a cumulative total of 30 or more semester credit hours of |
|---|
| 29 | 22 | | course credit for courses described by Subsection (b); or |
|---|
| 30 | 23 | | (2) if the student begins the student's first semester |
|---|
| 31 | 24 | | or term at the college with 30 or more semester credit hours of |
|---|
| 32 | 25 | | course credit for courses described by Subsection (b), the end of |
|---|
| 33 | 26 | | the student's second regular semester or term at the college. |
|---|
| 34 | 27 | | SECTION 3. Section 51.9685(c-1), Education Code, as added |
|---|
| 35 | 28 | | by this Act, applies beginning with students who initially enroll |
|---|
| 36 | 29 | | in a public junior college for the 2018 fall semester. |
|---|
| 37 | 30 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 38 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 39 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 40 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 41 | 34 | | Act takes effect September 1, 2017. |
