Fiscal Analysis

The bill would require the Commissioner of Education to require each school district and open-enrollment charter school to include in the district's or school's Public Education Information Management System (PEIMS) report the number of children with disabilities residing in a residential facility who are required to be tracked by the Residential Facility Monitoring (RFM) System and receive educational services from the district or school.The bill would take effect immediately if passed with the necessary voting margins, or on September 1, 2017, and would apply beginning in school year 2017-18.

Methodology

The Texas Education Agency (TEA) currently collects data on the number of children with disabilities residing in a residential facility in the Residential Facility Monitoring System (RF Tracker). The bill would require this information to be collected in the Public Education Information Management System (PEIMS), thus requiring TEA to transfer the RF Tracker data into the Texas Student Data System (TSDS) PEIMS data collection application. Based on information provided by TEA, the cost associated with transferring the RF Tracker data and application to the TSDS PEIMS data collection application total $318,855 in fiscal years 2018 and 2019 for initial development. Additionally, TEA estimates annual costs totaling $100,000 in each fiscal year related to licensing software and leasing a server associated with the tracking the residential facility data. This estimate assumes the agency can use existing full-time equivalent positions to implement the provisions of the bill.

Technology

The Texas Education Agency estimates initial development costs associated with transferring the Residential Facility Monitoring System data and application to the Texas Student Data System data application and annual costs related to licensing software and servers to support the data application.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
