55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study conducted by Texas A&M University on services
88 for children and families available in rural counties for children
99 in the managing conservatorship of the Department of Family and
1010 Protective Services.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) In this section:
1313 (1) "Commission" means the Health and Human Services
1414 Commission.
1515 (2) "Department" means the Department of Family and
1616 Protective Services.
1717 (3) "Rural county" means a county with a population of
1818 less than 50,000.
1919 (4) "Services for children and families" includes
2020 mental health services, medical services, specialized medical
2121 services, and child protective services.
2222 (b) The board of regents of The Texas A&M University System
2323 shall designate a department or entity at Texas A&M University to
2424 conduct a study on services for children and families available to
2525 be provided in rural counties to children in the managing
2626 conservatorship of the department and to the parents of those
2727 children. The study must:
2828 (1) determine what types of services for children and
2929 families are available to the children and parents in rural
3030 counties;
3131 (2) determine the number of clinics, physicians, and
3232 other service providers that are available to provide services for
3333 children and families to children and parents in rural counties;
3434 (3) determine the number of clinics, offices of
3535 physicians, and other providers of services for children and
3636 families in rural counties that have closed in the preceding five
3737 years;
3838 (4) propose actions the commission and department can
3939 take to address any shortage in the provision of services for
4040 children and families to children and parents in rural counties,
4141 including:
4242 (A) the provision of services through
4343 telemedicine medical services and telehealth services in rural
4444 counties;
4545 (B) partnerships between the commission or
4646 department and institutions of higher education to provide services
4747 in rural counties; and
4848 (C) incentives offered by the commission or
4949 department to service providers for providing services in rural
5050 counties; and
5151 (5) make recommendations to the legislature for
5252 increasing the quality and quantity of services provided to the
5353 children and parents in rural counties.
5454 (c) The department or entity at Texas A&M University
5555 designated by the board of regents to conduct the study shall
5656 provide the study results and recommendations to the governor,
5757 lieutenant governor, speaker of the house of representatives, and
5858 each member of the legislature not later than December 1, 2018.
5959 (d) This section expires September 1, 2019.
6060 SECTION 2. This Act takes effect September 1, 2017.
