5	5	A BILL TO BE ENTITLED
6	6	AN ACT
7	7	relating to information on projected changes in weather, water
8	8	availability, and climate variability in strategic plans of certain
9	9	state agencies.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Section 2056.002(b), Government Code, is amended
12	12	to read as follows:
13	13	(b) The Legislative Budget Board and the division of the
14	14	governor's office responsible for budget and policy [Governor's
15	15	Office of Budget, Policy, and Planning] shall determine the
16	16	elements required to be included in each agency's strategic plan.
17	17	Unless modified by the Legislative Budget Board and the division
18	18	[Governor's Office of Budget, Policy, and Planning], and except as
19	19	provided by Subsection (c), a plan must include:
20	20	(1) a statement of the mission and goals of the state
21	21	agency;
22	22	(2) a description of the indicators developed under
23	23	this chapter and used to measure the output and outcome of the
24	24	agency;
25	25	(3) identification of the groups of people served by
26	26	the agency, including those having service priorities, or other
27	27	service measures established by law, and estimates of changes in
28	28	those groups expected during the term of the plan;
29	29	(4) an analysis of the use of the agency's resources to
30	30	meet the agency's needs, including future needs, and an estimate of
31	31	additional resources that may be necessary to meet future needs;
32	32	(5) an analysis of expected changes in the services
33	33	provided by the agency because of changes in state or federal law;
34	34	(6) a description of the means and strategies for
35	35	meeting the agency's needs, including future needs, and achieving
36	36	the goals established under Section 2056.006 for each area of state
37	37	government for which the agency provides services;
38	38	(7) a description of the capital improvement needs of
39	39	the agency during the term of the plan and a statement, if
40	40	appropriate, of the priority of those needs;
41	41	(8) identification of each geographic region of this
42	42	state, including the Texas-Louisiana border region and the
43	43	Texas-Mexico border region, served by the agency, and if
44	44	appropriate the agency's means and strategies for serving each
45	45	region;
46	46	(9) a description of the training of the agency's
47	47	contract managers under Section 2262.053;
48	48	(10) an analysis of the agency's expected expenditures
49	49	that relate to federally owned or operated military installations
50	50	or facilities, or communities where a federally owned or operated
51	51	military installation or facility is located;
52	52	(11) an analysis of the strategic use of information
53	53	resources as provided by the instructions prepared under Section
54	54	2054.095; [and]
55	55	(12) for the Department of Agriculture, Texas
56	56	Commission on Environmental Quality, General Land Office, Texas
57	57	Department of Housing and Community Affairs, Texas Department of
58	58	Insurance, Parks and Wildlife Department, Department of Public
59	59	Safety, Public Utility Commission of Texas, office of the
60	60	comptroller, Texas A&M Forest Service, and Texas Water Development
61	61	Board:
62	62	(A) an analysis of expected changes, including
63	63	adverse impacts, in the services provided by the agency because of
64	64	projected changes in weather, water availability, and climate
65	65	variability, as determined by the Texas state climatologist's
66	66	report under Section 2056.005(c);
67	67	(B) for each period described in Section
68	68	2056.005(c), a description of the means and strategies for meeting
69	69	the agency's needs and managing the risks associated with the
70	70	projected changes in weather, water availability, and climate
71	71	variability as determined by the report; and
72	72	(C) for the means and strategies described by
73	73	Paragraph (B):
74	74	(i) identification of any financial
75	75	resources that will be needed to carry out those means and
76	76	strategies; and
77	77	(ii) an analysis of partnerships and
78	78	cooperation between the agency and other state, local, and federal
79	79	governmental entities that will be needed to carry out those means
80	80	and strategies; and
81	81	(13) other information that may be required.
82	82	SECTION 2. Section 2056.005, Government Code, is amended by
83	83	adding Subsections (c), (d), (e), and (f) to read as follows:
84	84	(c) Not later than February 1 of each even-numbered year,
85	85	the Texas state climatologist shall provide to the Legislative
86	86	Budget Board, for use in the strategic planning of a state agency
87	87	listed in Section 2056.002(b)(12), a report on projected changes in
88	88	weather, water availability, and climate variability across the
89	89	state for a period of:
90	90	(1) five years beginning with the next odd-numbered
91	91	year; and
92	92	(2) at least 20 years and not longer than 50 years
93	93	beginning with the next odd-numbered year.
94	94	(d) The report under Subsection (c) may include:
95	95	(1) projections of precipitation;
96	96	(2) projections of temperature;
97	97	(3) projections of stream flow in Texas rivers;
98	98	(4) projections of evaporation rates;
99	99	(5) projections of soil moisture rates;
100	100	(6) projections of sea level changes;
101	101	(7) projections of coastal storm intensity;
102	102	(8) projections of inland and coastal flood intensity;
103	103	(9) likely ranges of variability for all projections;
104	104	(10) any estimations of the likelihood of the
105	105	forecasts, as considered appropriate by the Texas state
106	106	climatologist; and
107	107	(11) any additional factors that are considered useful
108	108	for state agency strategic planning by the Texas state
109	109	climatologist.
110	110	(e) The Texas state climatologist may use a forecast created
111	111	outside of the office of the state climatologist if the forecast is
112	112	considered suitable by the climatologist for the requirements of
113	113	the report.
114	114	(f) Not later than March 1 of each even-numbered year, the
115	115	Legislative Budget Board shall distribute the report provided under
116	116	Subsection (c) to the state agencies listed in Section
117	117	2056.002(b)(12) for use in each agency's strategic planning.
118	118	SECTION 3. This Act takes effect September 1, 2017.
