44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to a study on increasing the number of medical residency
77 programs, medical residents, and physicians practicing medical
88 specialties in this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. STUDY ON MEDICAL RESIDENCY PROGRAMS AND MEDICAL
1111 RESIDENTS. (a) The Texas Higher Education Coordinating Board, in
1212 coordination with the Institute for Demographic and Socioeconomic
1313 Research at The University of Texas at San Antonio, the Regional
1414 Center for Health Workforce Studies at the Center for Health
1515 Economics and Policy of The University of Texas Health Science
1616 Center at San Antonio, and the Texas Medical Board, shall conduct a
1717 study regarding increasing:
1818 (1) the number of medical residency programs and
1919 medical residents in this state; and
2020 (2) the number of physicians practicing medical
2121 specialties.
2222 (b) The study must:
2323 (1) examine the feasibility of using a percentage of
2424 physician licensing fees to increase the number of medical
2525 residency programs and medical residents in this state;
2626 (2) put emphasis on, and recommend a plan of action
2727 for, increasing the number of:
2828 (A) medical residency programs and medical
2929 residents in medically underserved areas of this state; and
3030 (B) physicians practicing medical specialties
3131 that are underrepresented in this state; and
3232 (3) determine the number of medical residents that
3333 obtain a license to practice medicine in this state on completion of
3434 a medical residency program in this state.
3535 (c) Not later than December 1, 2018, the Texas Higher
3636 Education Coordinating Board shall:
3737 (1) report the results of the study to the governor,
3838 the lieutenant governor, and the speaker of the house of
3939 representatives; and
4040 (2) make available the raw data from the study to the
4141 governor, the lieutenant governor, the speaker of the house of
4242 representatives, the House Committee on Public Health, and the
4343 Senate Committee on Health and Human Services.
4444 (d) The Texas Higher Education Coordinating Board may
4545 accept gifts, grants, and donations of any kind from any source for
4646 the purposes of this section.
4747 SECTION 2. EXPIRATION. This Act expires January 1, 2019.
4848 SECTION 3. EFFECTIVE DATE.
4949 This Act takes effect September
