| 13 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 12 | | SECTION 1. Chapter 302, Labor Code, is amended by adding |
|---|
| 15 | 13 | | Subchapter H to read as follows: |
|---|
| 16 | 14 | | SUBCHAPTER H. VETERAN EMPLOYMENT EXPERIENCE DATABASE |
|---|
| 17 | 15 | | Sec. 302.201. DEFINITION. In this subchapter, "veteran" |
|---|
| 18 | 16 | | has the meaning assigned by 38 U.S.C. Section 101(2). |
|---|
| 19 | 17 | | Sec. 302.202. DATABASE. (a) The commission shall develop |
|---|
| 20 | 18 | | and maintain or make available a web-based searchable database |
|---|
| 21 | 19 | | through which prospective employers may qualify a veteran's: |
|---|
| 22 | 20 | | (1) military service experience; and |
|---|
| 23 | 21 | | (2) employment qualifications related to specific |
|---|
| 24 | 22 | | skills. |
|---|
| 25 | 23 | | (b) The database must allow the conversion of a veteran's |
|---|
| 26 | 24 | | military service experience into the approximate equivalent |
|---|
| 27 | 25 | | civilian employment experience and skills that the veteran |
|---|
| 28 | 26 | | possesses by virtue of that service. |
|---|
| 29 | 27 | | (c) The database may not collect, retrieve, store, or use |
|---|
| 30 | 28 | | any identifying information of a veteran. In this subsection, |
|---|
| 31 | 29 | | "identifying information" has the meaning assigned by Section |
|---|
| 32 | 30 | | 32.51, Penal Code. |
|---|
| 33 | 31 | | Sec. 302.203. RULES. The commission may adopt rules to |
|---|
| 34 | 32 | | implement this subchapter. |
|---|
| 35 | 33 | | SECTION 2. The Texas Workforce Commission shall develop and |
|---|
| 36 | 34 | | maintain or make available the veteran employment experience |
|---|
| 37 | 35 | | database as required by Subchapter H, Chapter 302, Labor Code, as |
|---|
| 38 | 36 | | added by this Act, as soon as practicable after the effective date |
|---|
| 39 | 37 | | of this Act. |
|---|
| 40 | 38 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 41 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 42 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 43 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 44 | 42 | | Act takes effect September 1, 2017. |
