 A BILL TO BE ENTITLED
 AN ACT
 relating to a study on the feasibility of electronic voter
 registration and applications for a ballot to be voted by mail for
 overseas military personnel.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 101, Election Code, is amended by adding
 Subchapter D to read as follows:
 SUBCHAPTER D. FEASIBILITY STUDY OF ONLINE PROCESSES FOR OVERSEAS
 MILITARY PERSONNEL
 Sec. 101.151.  FEASIBILITY STUDY OF ONLINE PROCESSES FOR
 OVERSEAS MILITARY PERSONNEL. (a) The secretary of state shall
 conduct a study to consider the feasibility of creating an entirely
 electronic process for a person eligible for early voting by mail
 under Section 101.001(2)(A) or (B) to:
 (1)  register to vote; and
 (2)  request an early voting ballot to be voted by mail.
 (b)  The study must examine what assistance the secretary of
 state could provide to counties to facilitate implementation of the
 processes described by Subsection (a).
 Sec. 101.152.  EXPIRATION. This subchapter expires
 September 1, 2019.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
