66 AN ACT
77 relating to a study on the feasibility of electronic voter
88 registration and applications for a ballot to be voted by mail for
99 overseas military personnel.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Chapter 101, Election Code, is amended by adding
1212 Subchapter D to read as follows:
1313 SUBCHAPTER D. FEASIBILITY STUDY OF ONLINE PROCESSES FOR OVERSEAS
1414 MILITARY PERSONNEL
1515 Sec. 101.151. FEASIBILITY STUDY OF ONLINE PROCESSES FOR
1616 OVERSEAS MILITARY PERSONNEL. (a) The secretary of state shall
1717 conduct a study to consider the feasibility of creating an entirely
1818 electronic process for a person eligible for early voting by mail
1919 under Section 101.001(2)(A) or (B) to:
2020 (1) register to vote; and
2121 (2) request an early voting ballot to be voted by mail.
2222 (b) The study must examine what assistance the secretary of
2323 state could provide to counties to facilitate implementation of the
2424 processes described by Subsection (a).
2525 Sec. 101.152. EXPIRATION. This subchapter expires
2626 September 1, 2019.
2727 SECTION 2. This Act takes effect immediately if it receives
2828 a vote of two-thirds of all the members elected to each house, as
2929 provided by Section 39, Article III, Texas Constitution. If this
3030 Act does not receive the vote necessary for immediate effect, this
3131 Act takes effect September 1, 2017.
