10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Chapter 101, Election Code, is amended by adding |
---|
12 | 12 | | Subchapter D to read as follows: |

13 | 13 | | SUBCHAPTER D. FEASIBILITY STUDY OF ONLINE PROCESSES FOR OVERSEAS |

14 | 14 | | MILITARY PERSONNEL |

15 | 15 | | Sec. 101.151. FEASIBILITY STUDY OF ONLINE PROCESSES FOR |

16 | 16 | | OVERSEAS MILITARY PERSONNEL. (a) The secretary of state shall |
---|
17 | 17 | | conduct a study to consider the feasibility of creating an entirely |
---|
18 | 18 | | electronic process for a person eligible for early voting by mail |
---|
19 | 19 | | under Section 101.001(2)(A) or (B) to: |
---|
20 | 20 | | (1) register to vote; and |
---|
21 | 21 | | (2) request an early voting ballot to be voted by mail. |
---|
22 | 22 | | (b) The study must examine what assistance the secretary of |
---|
23 | 23 | | state could provide to counties to facilitate implementation of the |
---|
24 | 24 | | processes described by Subsection (a). |
---|
25 | 25 | | Sec. 101.152. EXPIRATION. This subchapter expires |
---|
26 | 26 | | September 1, 2019. |
---|
27 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
---|
28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
---|
29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
---|
31 | 31 | | Act takes effect September 1, 2017. |
