6 | 6 | | WHEREAS, The State of Israel, the only democracy in the |

7 | 7 | | Middle East, is a great friend and ally of the United States of |
---|
8 | 8 | | America, and Texas and Israel have a long history of friendship in |
---|
9 | 9 | | support of each other's interests; and |
---|
10 | 10 | | WHEREAS, Texas has signed multiple cooperative agreements |
---|
11 | 11 | | with Israel that have increased our connections and interactions in |
---|
12 | 12 | | the areas of business, government, art, culture, and education, and |
---|
13 | 13 | | elected Texas officials have been making mission trips to Israel |
---|
14 | 14 | | since 2003; and |
---|
15 | 15 | | WHEREAS, Despite previously expressed support from the Lone |
---|
16 | 16 | | Star State, there have been increasing incidents of anti-Semitism |
---|
17 | 17 | | around the world and in Texas, and the international Boycott, |
---|
18 | 18 | | Divestment, and Sanctions (BDS) movement is one of the main |
---|
19 | 19 | | vehicles for spreading anti-Semitism and for advocating the |
---|
20 | 20 | | elimination of the Jewish state; and |
---|
21 | 21 | | WHEREAS, The preponderance of anti-Israel activities and the |
---|
22 | 22 | | promotion of the BDS movement, in Texas communities in general and |
---|
23 | 23 | | on university campuses specifically, have resulted in threats |
---|
24 | 24 | | against Jewish students and have deliberately interfered with the |
---|
25 | 25 | | learning environment of all students, particularly in the negative |
---|
26 | 26 | | impact of these activities on student programming related to the |
---|
27 | 27 | | State of Israel and politics in the Middle East; and |
---|
28 | 28 | | WHEREAS, The call of the BDS campaign for academic boycotts |
---|
29 | 29 | | has been condemned as a violation of the bedrock principle of |
---|
30 | 30 | | academic freedom by many of our nation's largest academic |
---|
31 | 31 | | associations, hundreds of university presidents, and a number of |
---|
32 | 32 | | other leading scholars; and |
---|
33 | 33 | | WHEREAS, Elected representatives of Texas defend the |
---|
34 | 34 | | inalienable right to free speech and understand that the goals and |
---|
35 | 35 | | activities of BDS campaigns in Texas are harmful to the state's |
---|
36 | 36 | | relationships with its Jewish citizens and with Israel and have a |
---|
37 | 37 | | deleterious impact on the educational environment; now, therefore, |
---|
38 | 38 | | be it |
---|
39 | 39 | | RESOLVED, That the 85th Legislature of the State of Texas |
---|
40 | 40 | | hereby condemn the international Boycott, Divestment, and |
---|
41 | 41 | | Sanctions movement and its activities to spread anti-Semitism in |
---|
42 | 42 | | Texas; and, be it further |
---|
43 | 43 | | RESOLVED, That activities that contribute, directly or |
---|
44 | 44 | | indirectly, to the denial, violation, or delegitimization of any |
---|
45 | 45 | | people's academic freedom, including, but not limited to, promotion |
---|
46 | 46 | | of academic boycotts by the Boycott, Divestment, and Sanctions |
---|
47 | 47 | | movement against Israel, be denounced; and, be it further |
---|
48 | 48 | | RESOLVED, That the international Boycott, Divestment, and |
---|
49 | 49 | | Sanctions movement and its agenda be considered inherently |
---|
50 | 50 | | antithetical and deeply damaging to the causes of peace, justice, |
---|
51 | 51 | | equality, democracy, and human rights for all peoples in the Middle |
---|
52 | 52 | | East; and, be it further |
---|
53 | 53 | | RESOLVED, That support for the State of Israel be reaffirmed |
---|
54 | 54 | | and that the Jewish people be recognized as indigenous to the land |
---|
55 | 55 | | of Israel and that they be supported in their right to engage in |
---|
56 | 56 | | lawful acts of self-defense. |
