| 9 | 10 | | was the son of Dana Charles Shurtleff and Paula Clark; he attended |

| 10 | 11 | | Dallas Baptist University, where he met his future wife, Anna, and |
|---|
| 11 | 12 | | went on to graduate from John Brown University with honors; in 2007, |

| 12 | 13 | | he earned a master's degree in government with honors from Regent |
|---|
| 13 | 14 | | University; and |
|---|
| 14 | 15 | | WHEREAS, Mr. Shurtleff joined the Texas Sunset Advisory |
|---|
| 15 | 16 | | Commission as a policy analyst in September 2009, and he was |
|---|
| 16 | 17 | | involved in significant reviews of many state agencies, including |
|---|
| 17 | 18 | | the Public Utility Commission, Texas Commission on Environmental |

| 18 | 19 | | Quality, Texas Lottery Commission, and Department of Assistive and |

| 19 | 20 | | Rehabilitative Services; he was project manager of the Sunset |

| 20 | 21 | | review of the Office of Fire Fighters' Pension Commissioner, which |

| 21 | 22 | | resulted in the abolishment of that office in 2013, and although the |

| 22 | 23 | | process was at times contentious, he handled it with characteristic |

| 23 | 24 | | professionalism and grace; most recently, he managed reviews of the |

| 24 | 25 | | State Bar and the Board of Law Examiners, and even while battling |

| 25 | 26 | | cancer, he continued to focus diligently on those projects; and |

| 26 | 27 | | WHEREAS, Throughout his tenure with the commission, |

| 27 | 28 | | Mr. Shurtleff demonstrated a steadfast commitment to his |

| 28 | 29 | | responsibilities and to his coworkers, who especially admired his |

| 29 | 30 | | dogged enthusiasm for making government work better; he was always |

| 30 | 31 | | thoughtful and supportive, whether stepping in to help with a |
|---|
| 31 | 32 | | pressing assignment or lending a friendly hand with a car repair or |
|---|
| 32 | 33 | | a move; his infectious smile brightened the days of all he |
|---|
| 33 | 34 | | encountered, and he maintained a remarkably positive attitude even |
|---|
| 34 | 35 | | during his illness; he worried most about the impact his challenges |
|---|
| 35 | 36 | | would have on others, and his parting advice to his colleagues was |
|---|
| 36 | 37 | | "Hang in there, stay the course, and be kind to one another"; and |

| 37 | 38 | | WHEREAS, A devoted husband, Mr. Shurtleff shared a rewarding |

| 38 | 39 | | 11-year marriage with his wife, Anna, and he took great pride in his |

| 39 | 40 | | son, William, and daughter, Elizabeth; sustained by an unwavering |

| 40 | 41 | | faith, he was an active member of Grace Covenant Church in Austin; |

| 41 | 42 | | in his leisure time, he avidly followed the Rangers and Cowboys, and |

| 42 | 43 | | he loved science fiction, especially Star Trek and Star Wars, as |

| 43 | 44 | | well as comic book heroes, particularly Superman; and |

| 44 | 45 | | WHEREAS, Sean Shurtleff set an inspiring example through his |

| 45 | 46 | | generosity, compassion, and dedication to public service, and he is |

| 46 | 47 | | deeply missed by all who were fortunate enough to know him; now, |
