55 CONCURRENT RESOLUTION
66 WHEREAS, Among the most urgent issues facing Texas is
77 recurrent prolonged drought that results in a diminished water
88 supply, and new strategies need to be developed and implemented to
99 ensure that Texas can meet its future water demands; and
1010 WHEREAS, Purifying and recycling treated effluent has been a
1111 successful approach for providing additional clean, safe drinking
1212 water supplies; Big Spring has implemented such a project, and
1313 others are planned for El Paso and San Angelo, as well as for the
1414 Laguna Madre Water District; and
1515 WHEREAS, Of the 16 water planning districts in Texas, Region
1616 C, which includes the Dallas-Fort Worth Metroplex and serves more
1717 than 25 percent of the state's population, has one of the largest
1818 projected demands for new water supplies, and several cities in the
1919 region have the ability to develop a model project that would purify
2020 and recycle significant amounts of treated effluent into water for
2121 drinking and other household uses; and
2222 WHEREAS, An advanced purification plant could provide a
2323 crucial new supply of water to a number of water planning regions in
2424 Texas; and
2525 WHEREAS, The development of a direct potable-water model
2626 project in conjunction with the use of renewable energy
2727 technologies could provide an excellent opportunity for public
2828 education on direct water reuse and renewable energy; and
2929 WHEREAS, The creation of a direct potable-water project in
3030 Region C has the potential to yield a sufficient water supply to
3131 area residents while alleviating the depletion of already scarce
3232 resources, and the Texas Water Development Board and the Texas
3333 Commission on Environmental Quality should provide funding,
3434 authorizations, and technical assistance to aid in that endeavor;
3535 now, therefore, be it
3636 RESOLVED, That the 85th Legislature of the State of Texas
3737 hereby direct the Texas Water Development Board and the Texas
3838 Commission on Environmental Quality to assist the Region C Water
3939 Planning Group in the creation of a large-scale direct
4040 potable-water recycling and reuse project as a model for the state;
4141 and, be it further
4242 RESOLVED, That the board and the commission seek federal
4343 funds or use available state funds or loan programs to assist with
4444 the creation of a direct potable-water recycling facility in Region
4545 C; and, be it further
4646 RESOLVED, That the board and the commission encourage the use
4747 of renewable energy sources and the development of educational
4848 programs along with the potable-water recycling and reuse project;
4949 and, be it further
5050 RESOLVED, That the board include the creation of a direct
5151 potable-water recycling facility in Region C as a priority for
5252 support pursuant to Section 16.1311, Water Code; and, be it further
5353 RESOLVED, That the Texas secretary of state forward official
5454 copies of this resolution to the chair and the executive
5555 administrator of the Texas Water Development Board and to the chair
5656 and the executive director of the Texas Commission on Environmental
5757 Quality.
