6 | 6 | | WHEREAS, Among the most urgent issues facing Texas is |
---|
7 | 7 | | recurrent prolonged drought that results in a diminished water |
---|
8 | 8 | | supply, and new strategies need to be developed and implemented to |
---|
9 | 9 | | ensure that Texas can meet its future water demands; and |
---|
10 | 10 | | WHEREAS, Purifying and recycling treated effluent has been a |
---|
11 | 11 | | successful approach for providing additional clean, safe drinking |
---|
12 | 12 | | water supplies; Big Spring has implemented such a project, and |
---|
13 | 13 | | others are planned for El Paso and San Angelo, as well as for the |
---|
14 | 14 | | Laguna Madre Water District; and |
---|
15 | 15 | | WHEREAS, Of the 16 water planning districts in Texas, Region |
---|
16 | 16 | | C, which includes the Dallas-Fort Worth Metroplex and serves more |
---|
17 | 17 | | than 25 percent of the state's population, has one of the largest |
---|
18 | 18 | | projected demands for new water supplies, and several cities in the |
---|
19 | 19 | | region have the ability to develop a model project that would purify |
---|
20 | 20 | | and recycle significant amounts of treated effluent into water for |
---|
21 | 21 | | drinking and other household uses; and |
---|
22 | 22 | | WHEREAS, An advanced purification plant could provide a |
---|
23 | 23 | | crucial new supply of water to a number of water planning regions in |
---|
24 | 24 | | Texas; and |
---|
25 | 25 | | WHEREAS, The development of a direct potable-water model |
---|
26 | 26 | | project in conjunction with the use of renewable energy |
---|
27 | 27 | | technologies could provide an excellent opportunity for public |
---|
28 | 28 | | education on direct water reuse and renewable energy; and |
---|
29 | 29 | | WHEREAS, The creation of a direct potable-water project in |
---|
30 | 30 | | Region C has the potential to yield a sufficient water supply to |
---|
31 | 31 | | area residents while alleviating the depletion of already scarce |
---|
32 | 32 | | resources, and the Texas Water Development Board and the Texas |
---|
33 | 33 | | Commission on Environmental Quality should provide funding, |
---|
34 | 34 | | authorizations, and technical assistance to aid in that endeavor; |
---|
35 | 35 | | now, therefore, be it |
---|
36 | 36 | | RESOLVED, That the 85th Legislature of the State of Texas |
---|
37 | 37 | | hereby direct the Texas Water Development Board and the Texas |
---|
38 | 38 | | Commission on Environmental Quality to assist the Region C Water |
---|
39 | 39 | | Planning Group in the creation of a large-scale direct |
---|
40 | 40 | | potable-water recycling and reuse project as a model for the state; |
---|
41 | 41 | | and, be it further |
---|
42 | 42 | | RESOLVED, That the board and the commission seek federal |
---|
43 | 43 | | funds or use available state funds or loan programs to assist with |
---|
44 | 44 | | the creation of a direct potable-water recycling facility in Region |
---|
45 | 45 | | C; and, be it further |
---|
46 | 46 | | RESOLVED, That the board and the commission encourage the use |
---|
47 | 47 | | of renewable energy sources and the development of educational |
---|
48 | 48 | | programs along with the potable-water recycling and reuse project; |
---|
49 | 49 | | and, be it further |
---|
50 | 50 | | RESOLVED, That the board include the creation of a direct |
---|
51 | 51 | | potable-water recycling facility in Region C as a priority for |
---|
52 | 52 | | support pursuant to Section 16.1311, Water Code; and, be it further |
---|
53 | 53 | | RESOLVED, That the Texas secretary of state forward official |
---|
54 | 54 | | copies of this resolution to the chair and the executive |
---|
55 | 55 | | administrator of the Texas Water Development Board and to the chair |
---|
56 | 56 | | and the executive director of the Texas Commission on Environmental |
---|
57 | 57 | | Quality. |
