55 CONCURRENT RESOLUTION
66 WHEREAS, Throughout the Obama administration, the federal
77 government waged a campaign of overregulation that caused
88 significant harm to the oil and gas industry in the Lone Star State;
99 and
1010 WHEREAS, Despite protests from Texas and other oil- and
1111 gas-producing states, the U.S. government has implemented a litany
1212 of massive federal regulations, resulting in an unnavigable network
1313 of rules and guidelines that has produced greater economic hardship
1414 but insignificant environmental benefits; such policies have led
1515 the State of Texas to join with many other oil- and gas-producing
1616 states in filing more than 20 lawsuits against federal overreach;
1717 and
1818 WHEREAS, A flourishing oil and gas industry in Texas is vital
1919 to our nation's energy independence from foreign and hostile energy
2020 cartels; it is paramount that the federal government transcend
2121 partisan politics and stop misusing regulatory power and instead
2222 work with Texas to create better energy policies that will
2323 strengthen our economy, provide more good-paying jobs, and enhance
2424 our national security; now, therefore, be it
2525 RESOLVED, That the 85th Legislature of the State of Texas
2626 hereby urge Congress and the executive branch of the federal
2727 government to identify key federal regulations currently under the
2828 authority of the Environmental Protection Agency, the U.S.
2929 Department of the Interior, the U.S. Department of Energy, or other
3030 federal agencies, to determine whether they should be preserved,
3131 revised, delegated to state agencies, or eliminated; and, be it
3232 further
3333 RESOLVED, That the Texas Legislature encourage Congress and
3434 the executive branch of the federal government to work in
3535 conjunction with Texas on delegating the authority of federal
3636 energy regulations to the state's regulatory agencies, in an effort
3737 to mitigate the overregulation of the oil and gas industry in the
3838 Lone Star State; and, be it further
3939 RESOLVED, That the Texas secretary of state forward official
4040 copies of this resolution to the president of the United States, to
4141 the speaker of the House of Representatives and to the president of
4242 the Senate of the United States Congress, and to all members of the
4343 Texas delegation to Congress with the request that this resolution
4444 be officially entered in the Congressional Record as a memorial to
4545 the Congress of the United States of America.
