44 A JOINT RESOLUTION
55 proposing a constitutional amendment guaranteeing the right to life
66 of unborn children and prohibiting abortion to the fullest extent

88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 19, Article I, Texas Constitution, is
1010 amended to read as follows:
1111 Sec. 19. (a) No citizen of this State shall be deprived of
1212 life, liberty, property, privileges or immunities, or in any manner
1313 disfranchised, except by the due course of law of the land.
1414 (b) The term "citizen of this State" includes each member of
1515 the species Homo sapiens at all stages of life, including the moment
1616 of fertilization, or other moment at which an individual member of
1717 the human species comes into being.
1818 (c) The right to life guaranteed by the Constitution is
1919 vested in each human being, born and unborn.
2020 Nothing in this
2121 Article shall be construed to require the prosecution of any woman
2222 for the death of her unborn child, a prohibition on in vitro
2323 fertilization, or a prohibition on use of birth control or another
2424 means of preventing fertilization.
2525 (d) To the fullest extent possible, abortion is prohibited
2626 in this State.
2727 Section 2. This proposed constitutional amendment shall be
2828 submitted to the voters at an election to be held November 7, 2017.
2929 The ballot shall be printed to provide for voting for or against the
3030 proposition: "The constitutional amendment guaranteeing the right
3131 to life from the moment of conception and, to the fullest extent
3232 possible, prohibiting abortion."
