| 8 | 8 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 19, Article I, Texas Constitution, is |
|---|
| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | Sec. 19. (a) No citizen of this State shall be deprived of |
|---|
| 12 | 12 | | life, liberty, property, privileges or immunities, or in any manner |
|---|
| 13 | 13 | | disfranchised, except by the due course of law of the land. |
|---|
| 14 | 14 | | (b) The term "citizen of this State" includes each member of |
|---|
| 15 | 15 | | the species Homo sapiens at all stages of life, including the moment |
|---|
| 16 | 16 | | of fertilization, or other moment at which an individual member of |
|---|
| 17 | 17 | | the human species comes into being. |
|---|
| 18 | 18 | | (c) The right to life guaranteed by the Constitution is |
|---|
| 19 | 19 | | vested in each human being, born and unborn. |

| 20 | 20 | | Nothing in this |
|---|
| 21 | 21 | | Article shall be construed to require the prosecution of any woman |
|---|
| 22 | 22 | | for the death of her unborn child, a prohibition on in vitro |
|---|
| 23 | 23 | | fertilization, or a prohibition on use of birth control or another |
|---|
| 24 | 24 | | means of preventing fertilization. |
|---|
| 25 | 25 | | (d) To the fullest extent possible, abortion is prohibited |
|---|
| 26 | 26 | | in this State. |
|---|
| 27 | 27 | | Section 2. This proposed constitutional amendment shall be |
|---|
| 28 | 28 | | submitted to the voters at an election to be held November 7, 2017. |
|---|
| 29 | 29 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 30 | 30 | | proposition: "The constitutional amendment guaranteeing the right |
|---|
| 31 | 31 | | to life from the moment of conception and, to the fullest extent |
|---|
| 32 | 32 | | possible, prohibiting abortion." |
