55 A JOINT RESOLUTION
66 proposing a constitutional amendment requiring that any
77 appropriations in excess of the constitutional spending limit be
88 approved by a two-thirds vote of all the members elected to each
99 house of the legislature.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 22(b), Article VIII, Texas Constitution,
1212 is amended to read as follows:
1313 (b) If the legislature by adoption of a resolution approved
1414 by a record vote of two-thirds [a majority] of the members of each
1515 house finds that an emergency exists and identifies the nature of
1616 the emergency, the legislature may provide for appropriations in
1717 excess of the amount authorized by Subsection (a) of this section.
1818 The excess authorized under this subsection may not exceed the
1919 amount specified in the resolution.
2020 SECTION 2. This proposed constitutional amendment shall be
2121 submitted to the voters at an election to be held November 7, 2017.
2222 The ballot shall be printed to provide for voting for or against the
2323 proposition: "The constitutional amendment requiring that any
2424 appropriations in excess of the constitutional spending limit be
2525 approved by a two-thirds vote of all the members elected to each
2626 house of the legislature."
