| 11 | 11 | SECTION 1. Section 22(b), Article VIII, Texas Constitution, | |
| 12 | 12 | is amended to read as follows: | |
| 13 | 13 | (b) If the legislature by adoption of a resolution approved | |
| 14 | 14 | by a record vote of two-thirds [a majority] of the members of each | |
| 15 | 15 | house finds that an emergency exists and identifies the nature of | |
| 16 | 16 | the emergency, the legislature may provide for appropriations in | |
| 17 | 17 | excess of the amount authorized by Subsection (a) of this section. | |
| 18 | 18 | The excess authorized under this subsection may not exceed the | |
| 19 | 19 | amount specified in the resolution. | |
| 20 | 20 | SECTION 2. This proposed constitutional amendment shall be | |
| 21 | 21 | submitted to the voters at an election to be held November 7, 2017. | |
| 22 | 22 | The ballot shall be printed to provide for voting for or against the | |
| 23 | 23 | proposition: "The constitutional amendment requiring that any | |
| 24 | 24 | appropriations in excess of the constitutional spending limit be | |
| 25 | 25 | approved by a two-thirds vote of all the members elected to each | |
| 26 | 26 | house of the legislature." |
