| 9 | 9 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 67, Article XVI, Texas Constitution, is | |
| 11 | 11 | amended by adding Subsection (c-1) to read as follows: | |
| 12 | 12 | (c-1) This state is not liable for any debts or other | |
| 13 | 13 | obligations of a retirement system described by Subsection (c) of | |
| 14 | 14 | this section. The legislature may not appropriate money to a | |
| 15 | 15 | retirement system described by Subsection (c) of this section to | |
| 16 | 16 | pay any debts or other obligations of the retirement system. | |
| 17 | 17 | SECTION 2. This proposed constitutional amendment shall be | |
| 18 | 18 | submitted to the voters at an election to be held November 7, 2017. | |
| 19 | 19 | The ballot shall be printed to permit voting for or against the | |
| 20 | 20 | proposition: "The constitutional amendment prohibiting the | |
| 21 | 21 | legislature from appropriating state money to a local public | |
| 22 | 22 | retirement system to pay any debts or other obligations of the | |
| 23 | 23 | retirement system." |
