66 proposing a constitutional amendment prohibiting the use of state
77 funds to pay for the obligations of a local public retirement

99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 67, Article XVI, Texas Constitution, is
1111 amended by adding Subsection (c-1) to read as follows:
1212 (c-1) This state is not liable for any debts or other
1313 obligations of a retirement system described by Subsection (c) of
1414 this section. The legislature may not appropriate money to a
1515 retirement system described by Subsection (c) of this section to
1616 pay any debts or other obligations of the retirement system.
1717 SECTION 2. This proposed constitutional amendment shall be
1818 submitted to the voters at an election to be held November 7, 2017.
1919 The ballot shall be printed to permit voting for or against the
2020 proposition: "The constitutional amendment prohibiting the
2121 legislature from appropriating state money to a local public
2222 retirement system to pay any debts or other obligations of the
2323 retirement system."
