45 R E S O L U T I O N
56 WHEREAS, A rich and purposeful life drew to a close with the
67 passing of Jan Kennady of New Braunfels on August 1, 2016, at the
78 age of 79; and
89 WHEREAS, The former Jan Westmoreland was born to John and
910 Margaret Westmoreland on February 4, 1937, in Smackover, Arkansas;
1011 she graduated from Alexandria Business College in 1959 and served
1112 St. John the Divine Episcopal Church in Houston as business manager
1213 for 16 years; she moved to New Braunfels in 1980 to marry Dr. Donald
1314 Scott Kennady, and she went on to share more than three decades with
1415 him before his passing in 2014; Ms. Kennady's life was further
1516 blessed by the addition of three cherished children, Lisa, Rocky,
1617 and Vance Lockwood, five grandchildren, and a great-granddaughter;
1718 and
1819 WHEREAS, This esteemed civic leader was greatly admired for
1920 the breadth of volunteer work to which she dedicated much of her
2021 life; she served as an officer of more than 25 civic, charitable,
2122 and political organizations and as president of 14 local groups, as
2223 well as 3 state-level organizations, the Texas Women's Foundation,
2324 the Texas Academy of Family Physicians Auxiliary, and the Texas
2425 Federation of Republican Women; moreover, she served as
2526 parliamentarian for the National Federation of Republican Women,
2627 and she worked with the Texas Historical Commission to acquire
2728 funding for the restoration of the Comal County Courthouse; and
2829 WHEREAS, Ms. Kennady was also deeply involved in local
2930 government; she spent 12 years as Comal County commissioner for
3031 Precinct 4 and 3 years on the New Braunfels City Council, and she
3132 was elected as the city's first female mayor, a position she held
3233 from 1996 to 1999; and
3334 WHEREAS, Over the years, Ms. Kennady received more than a
3435 dozen awards for her philanthropic work, and she was appointed to
3536 several state-level committees by Texas governors, including the
3637 Commission on Volunteerism and Community Service; and
3738 WHEREAS, Although she is deeply missed, Jan Kennady's
3839 devotion to her family and tireless dedication to her community
3940 will forever remain a source of inspiration to all who were
4041 fortunate enough to know her; now, therefore, be it
4142 RESOLVED, That the House of Representatives of the 85th Texas
4243 Legislature hereby pay tribute to the memory of Jan Kennady and
4344 extend sincere condolences to all who mourn her passing; and, be it
4445 further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for her family and that when the Texas House of
4748 Representatives adjourns this day, it do so in memory of Jan
4849 Kennady.
