5 | 6 | | WHEREAS, A rich and purposeful life drew to a close with the |

6 | 7 | | passing of Jan Kennady of New Braunfels on August 1, 2016, at the |

7 | 8 | | age of 79; and |
---|
8 | 9 | | WHEREAS, The former Jan Westmoreland was born to John and |
---|
9 | 10 | | Margaret Westmoreland on February 4, 1937, in Smackover, Arkansas; |
---|
10 | 11 | | she graduated from Alexandria Business College in 1959 and served |
---|
11 | 12 | | St. John the Divine Episcopal Church in Houston as business manager |
---|
12 | 13 | | for 16 years; she moved to New Braunfels in 1980 to marry Dr. Donald |
---|
13 | 14 | | Scott Kennady, and she went on to share more than three decades with |
---|
14 | 15 | | him before his passing in 2014; Ms. Kennady's life was further |
---|
15 | 16 | | blessed by the addition of three cherished children, Lisa, Rocky, |
---|
16 | 17 | | and Vance Lockwood, five grandchildren, and a great-granddaughter; |
---|
17 | 18 | | and |
---|
18 | 19 | | WHEREAS, This esteemed civic leader was greatly admired for |
---|
19 | 20 | | the breadth of volunteer work to which she dedicated much of her |
---|
20 | 21 | | life; she served as an officer of more than 25 civic, charitable, |
---|
21 | 22 | | and political organizations and as president of 14 local groups, as |
---|
22 | 23 | | well as 3 state-level organizations, the Texas Women's Foundation, |
---|
23 | 24 | | the Texas Academy of Family Physicians Auxiliary, and the Texas |
---|
24 | 25 | | Federation of Republican Women; moreover, she served as |
---|
25 | 26 | | parliamentarian for the National Federation of Republican Women, |
---|
26 | 27 | | and she worked with the Texas Historical Commission to acquire |
---|
27 | 28 | | funding for the restoration of the Comal County Courthouse; and |
---|
28 | 29 | | WHEREAS, Ms. Kennady was also deeply involved in local |
---|
29 | 30 | | government; she spent 12 years as Comal County commissioner for |
---|
30 | 31 | | Precinct 4 and 3 years on the New Braunfels City Council, and she |
---|
31 | 32 | | was elected as the city's first female mayor, a position she held |
---|
32 | 33 | | from 1996 to 1999; and |
---|
33 | 34 | | WHEREAS, Over the years, Ms. Kennady received more than a |
---|
34 | 35 | | dozen awards for her philanthropic work, and she was appointed to |
---|
35 | 36 | | several state-level committees by Texas governors, including the |
---|
36 | 37 | | Commission on Volunteerism and Community Service; and |
---|
37 | 38 | | WHEREAS, Although she is deeply missed, Jan Kennady's |
---|
38 | 39 | | devotion to her family and tireless dedication to her community |
---|
39 | 40 | | will forever remain a source of inspiration to all who were |
---|
40 | 41 | | fortunate enough to know her; now, therefore, be it |
---|
41 | 42 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
42 | 43 | | Legislature hereby pay tribute to the memory of Jan Kennady and |
---|
43 | 44 | | extend sincere condolences to all who mourn her passing; and, be it |

44 | 45 | | further |

45 | 46 | | RESOLVED, That an official copy of this resolution be |
