| 5 | 6 | | WHEREAS, Members of the Permian Basin Petroleum Association |

| 6 | 7 | | are gathering in Austin on March 28, 2017, in connection with their |

| 8 | 9 | | WHEREAS, In 1961, the association was formed by a group of |
|---|
| 9 | 10 | | oilmen in West Texas and eastern New Mexico out of concerns over |
|---|
| 10 | 11 | | increasing federal regulation of their industry; the organization |
|---|
| 11 | 12 | | has since grown to become the nation's largest regional oil and gas |
|---|
| 12 | 13 | | association, representing nearly 1,000 members across the country; |
|---|
| 13 | 14 | | headquartered in Midland, it maintains offices in Austin and in |
|---|
| 14 | 15 | | Santa Fe, New Mexico, as well; and |
|---|
| 15 | 16 | | WHEREAS, The PBPA strives to ensure the safe and responsible |
|---|
| 16 | 17 | | development of oil and gas resources; to that end, it educates |
|---|
| 17 | 18 | | Permian Basin operators about best practices and encourages the |
|---|
| 18 | 19 | | adoption of these measures; it advances careful stewardship of the |
|---|
| 19 | 20 | | region's resources by promoting conservation efforts and |
|---|
| 20 | 21 | | supporting programs that help operators be good neighbors in the |
|---|
| 21 | 22 | | communities where they work; moreover, in recent years, the PBPA |
|---|
| 22 | 23 | | entered into an innovative Dark Skies partnership with The |
|---|
| 23 | 24 | | University of Texas McDonald Observatory to address light |
|---|
| 24 | 25 | | pollution; and |

| 25 | 26 | | WHEREAS, Since its inception, the PBPA has served as a voice |

| 26 | 27 | | for the hardworking men and women in the oil and gas business; |
|---|
| 27 | 28 | | today, it advocates not only for that industry but also for the |
|---|
| 28 | 29 | | principles of states' rights, and it has scored a number of |
|---|
| 29 | 30 | | victories against federal overreach and overregulation; and |
|---|
| 30 | 31 | | WHEREAS, The Permian Basin Petroleum Association has greatly |

| 31 | 32 | | benefited the industry and its members for more than a half century, |
|---|
| 32 | 33 | | and its contributions are indeed worthy of special recognition; |
