5 | 6 | | WHEREAS, Chief Darrell Lamond Allen of the Marlin Police |

6 | 7 | | Department was posthumously honored with the Star of Texas Award on |

8 | 9 | | WHEREAS, Established by the 78th Texas Legislature in 2003, |
---|
9 | 10 | | the Star of Texas Awards annually recognize first responders who |
---|
10 | 11 | | have been seriously injured or killed in the line of duty; |
---|
11 | 12 | | recipients are selected by three advisory committees appointed by |
---|
12 | 13 | | the governor; and |
---|
13 | 14 | | WHEREAS, Chief Allen passed away on November 10, 2015, at the |
---|
14 | 15 | | age of 43, after succumbing to injuries sustained while attempting |
---|
15 | 16 | | to arrest a man in a club in Temple; and |
---|
16 | 17 | | WHEREAS, Born in Galveston on January 17, 1972, to Lee and |
---|
17 | 18 | | Jeweline Allen, Darrell Allen graduated from Texas City High School |
---|
18 | 19 | | in 1990 and went on to earn an associate degree in criminal justice |
---|
19 | 20 | | from McLennan Community College in Waco; he later furthered his |
---|
20 | 21 | | education at Tarleton State University, where he completed a |
---|
21 | 22 | | bachelor's degree in criminal justice in 2015; and |
---|
22 | 23 | | WHEREAS, Chief Allen began his career in 1994 with the |
---|
23 | 24 | | Galveston County Sheriff's Office, and during his 21 years as a |
---|
24 | 25 | | peace officer, he served with the Alvin Independent School |
---|
25 | 26 | | District, the Hitchcock, Danbury, Arcola, and Lott Police |
---|
26 | 27 | | Departments, and the Constable's Office for Precinct 6 in Houston; |
---|
27 | 28 | | after accepting a position with the Marlin Police Department in |
---|
28 | 29 | | 2005, he quickly rose through the ranks and was named assistant |
---|
29 | 30 | | chief in 2006; he became chief of police in 2009, and in that role, |
---|
30 | 31 | | he worked tirelessly to improve police-community relations and |
---|
31 | 32 | | juvenile safety in the Marlin area; and |
---|
32 | 33 | | WHEREAS, A devoted family man, Chief Allen was the proud |
---|
33 | 34 | | father of 10 children, Issac, DarraMeisha, Jasey, Erin, Andrew, |
---|
34 | 35 | | Sheldon, Derrick, Josselyn, Jazzmin, and Melissa, and he was |
---|
35 | 36 | | further blessed with 6 treasured grandchildren; and |
---|
36 | 37 | | WHEREAS, Texans owe an immense debt of gratitude to the men |
---|
37 | 38 | | and women of the law enforcement profession who willingly place |
---|
38 | 39 | | themselves in harm's way to protect and serve the public, and the |
---|
39 | 40 | | presentation of a Star of Texas Award in honor of Darrell Allen |
---|
40 | 41 | | ensures that his dedication and sacrifice will not be forgotten; |
---|
41 | 42 | | now, therefore, be it |
---|
42 | 43 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
43 | 44 | | Legislature hereby pay tribute to the life of Chief Darrell Lamond |
---|
44 | 45 | | Allen and commemorate his posthumous receipt of a Star of Texas |
---|
45 | 46 | | Award; and, be it further |

46 | 47 | | RESOLVED, That an official copy of this resolution be |

47 | 48 | | prepared for his family and that when the Texas House of |

48 | 49 | | Representatives adjourns this day, it do so in memory of Darrell |
