45 R E S O L U T I O N
56 WHEREAS, Chief Darrell Lamond Allen of the Marlin Police
67 Department was posthumously honored with the Star of Texas Award on
78 September 12, 2016; and
89 WHEREAS, Established by the 78th Texas Legislature in 2003,
910 the Star of Texas Awards annually recognize first responders who
1011 have been seriously injured or killed in the line of duty;
1112 recipients are selected by three advisory committees appointed by
1213 the governor; and
1314 WHEREAS, Chief Allen passed away on November 10, 2015, at the
1415 age of 43, after succumbing to injuries sustained while attempting
1516 to arrest a man in a club in Temple; and
1617 WHEREAS, Born in Galveston on January 17, 1972, to Lee and
1718 Jeweline Allen, Darrell Allen graduated from Texas City High School
1819 in 1990 and went on to earn an associate degree in criminal justice
1920 from McLennan Community College in Waco; he later furthered his
2021 education at Tarleton State University, where he completed a
2122 bachelor's degree in criminal justice in 2015; and
2223 WHEREAS, Chief Allen began his career in 1994 with the
2324 Galveston County Sheriff's Office, and during his 21 years as a
2425 peace officer, he served with the Alvin Independent School
2526 District, the Hitchcock, Danbury, Arcola, and Lott Police
2627 Departments, and the Constable's Office for Precinct 6 in Houston;
2728 after accepting a position with the Marlin Police Department in
2829 2005, he quickly rose through the ranks and was named assistant
2930 chief in 2006; he became chief of police in 2009, and in that role,
3031 he worked tirelessly to improve police-community relations and
3132 juvenile safety in the Marlin area; and
3233 WHEREAS, A devoted family man, Chief Allen was the proud
3334 father of 10 children, Issac, DarraMeisha, Jasey, Erin, Andrew,
3435 Sheldon, Derrick, Josselyn, Jazzmin, and Melissa, and he was
3536 further blessed with 6 treasured grandchildren; and
3637 WHEREAS, Texans owe an immense debt of gratitude to the men
3738 and women of the law enforcement profession who willingly place
3839 themselves in harm's way to protect and serve the public, and the
3940 presentation of a Star of Texas Award in honor of Darrell Allen
4041 ensures that his dedication and sacrifice will not be forgotten;
4142 now, therefore, be it
4243 RESOLVED, That the House of Representatives of the 85th Texas
4344 Legislature hereby pay tribute to the life of Chief Darrell Lamond
4445 Allen and commemorate his posthumous receipt of a Star of Texas
4546 Award; and, be it further
4647 RESOLVED, That an official copy of this resolution be
4748 prepared for his family and that when the Texas House of
4849 Representatives adjourns this day, it do so in memory of Darrell
4950 Lamond Allen.
