| 8 | 9 | | WHEREAS, This wooded, rolling region of East Texas was |
|---|
| 9 | 10 | | inhabited at the dawn of recorded history by the Caddo people; |
|---|
| 10 | 11 | | during the early 19th century the Cherokee passed through the area |
|---|
| 11 | 12 | | on the Cherokee Trace, and the first known Anglo inhabitant, Isaac |
|---|
| 12 | 13 | | Moody, settled near West Mountain in 1836; and |
|---|
| 13 | 14 | | WHEREAS, The First Texas Legislature established Upshur |
|---|
| 14 | 15 | | County on April 27, 1846; the county was named after Abel P. Upshur, |
|---|
| 15 | 16 | | secretary of state under President John Tyler, and Gilmer was |
|---|
| 16 | 17 | | established as the county seat in 1848; and |
|---|
| 17 | 18 | | WHEREAS, Corn, cotton, and cattle were the foundations of the |
|---|
| 18 | 19 | | county's economy, while the region's virgin forest made it an |
|---|
| 19 | 20 | | important center for the lumber industry; the arrival of the |
|---|
| 20 | 21 | | railroad in the 1870s linked the area to national markets and drew |
|---|
| 21 | 22 | | in more residents; and |
|---|
| 22 | 23 | | WHEREAS, Today, Upshur County is a leading producer of |
|---|
| 23 | 24 | | poultry and dairy products; the reseeding of the forests between |
|---|
| 24 | 25 | | the end of World War II and the 1980s has helped to maintain the |
|---|
| 25 | 26 | | county's primacy as a lumber producer, and manufacturing and oil |
|---|
| 26 | 27 | | and gas have also become important industries; and |
|---|
| 27 | 28 | | WHEREAS, Gilmer is the site of the East Texas Yamboree, one of |
|---|
| 28 | 29 | | the oldest continuing festivals in East Texas; first held in 1935, |
|---|
| 29 | 30 | | this celebration of the sweet potato draws 100,000 visitors every |
|---|
| 30 | 31 | | October with a parade, cooking contests, live music, livestock |
|---|
| 31 | 32 | | exhibits, and an antique and classic car show; and |
|---|
| 32 | 33 | | WHEREAS, Visitors and residents alike enjoy the fine |
|---|
| 33 | 34 | | recreational opportunities offered by the county; Lake Gladewater |
|---|
| 34 | 35 | | is popular with boaters, fishermen, swimmers, and picnickers, and |
|---|
| 35 | 36 | | the county's wide variety of game makes it a destination for |

|---|
| 37 | 38 | | WHEREAS, Even as they celebrate their rich heritage, the |

| 38 | 39 | | hardworking citizens of Upshur County are looking ahead to the |
