| 5 | 6 | | WHEREAS, Juan F. Garcia retired as the chief of the San Diego |

| 6 | 7 | | Police Department in August 2015, drawing to a close a notable |

| 7 | 8 | | career in law enforcement that spanned nearly three decades; and |
|---|
| 8 | 9 | | WHEREAS, Chief Garcia began his exemplary 29-year tenure as a |

| 9 | 10 | | peace officer in 1986, when he joined the Duval County Sheriff's |
|---|
| 10 | 11 | | Department as a reserve deputy; after a brief stint with the Freer |
|---|
| 11 | 12 | | Police Department, he served with the Alice Police Department from |
|---|
| 12 | 13 | | 1991 to 2003, including five years as that department's Drug Abuse |
|---|
| 13 | 14 | | Resistance Education (D.A.R.E.) officer; and |
|---|
| 14 | 15 | | WHEREAS, From 2003 to 2011, Chief Garcia was an investigator |
|---|
| 15 | 16 | | for the Duval County Sheriff's Department, where he was in charge of |
|---|
| 16 | 17 | | the tobacco sting program, among other initiatives; he was the |
|---|
| 17 | 18 | | municipal judge for the City of San Diego from 2007 to 2013, and he |
|---|
| 18 | 19 | | has also served as the school resource officer at San Diego Junior |
|---|
| 19 | 20 | | High School; in April 2013, this outstanding law enforcement |
|---|
| 20 | 21 | | professional became chief of the San Diego Police Department; and |
|---|
| 21 | 22 | | WHEREAS, Chief Garcia's dedication, professionalism, and |
|---|
| 22 | 23 | | commitment to protecting the public and preserving the peace have |
|---|
| 23 | 24 | | greatly benefited the citizens of San Diego and Duval County, and he |
|---|
| 24 | 25 | | may indeed reflect with pride on a career well spent; now, |
|---|
| 25 | 26 | | therefore, be it |

| 26 | 27 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 27 | 28 | | Legislature hereby congratulate Juan F. Garcia on his retirement as |

| 28 | 29 | | chief of police in San Diego and extend to him sincere best wishes |
