| 10 | 11 | | in the Rio Grande Valley and to reduce crime in the region; and |

| 11 | 12 | | WHEREAS, Leaving his family and community behind for extended |

| 12 | 13 | | periods of time to fulfill his duties in this vital mission, |

| 13 | 14 | | Corporal West has willingly placed himself in harm's way to |
