| 5 | 6 | | WHEREAS, Mike Manning retired as chief of the Weatherford |

| 6 | 7 | | Police Department on March 24, 2017, drawing to a close an exemplary |

| 7 | 8 | | career in law enforcement that spanned nearly four decades; and |
|---|
| 8 | 9 | | WHEREAS, A native of Fort Worth, Mike Manning joined the |
|---|
| 9 | 10 | | police department there in 1978; he won steady promotions through |
|---|
| 10 | 11 | | the ranks to become deputy chief in 2002, and he commanded numerous |
|---|
| 11 | 12 | | units, including patrol, criminal investigations, SWAT, traffic, |
|---|
| 12 | 13 | | vice, narcotics, gang, intelligence, and homeland security; he |
|---|
| 13 | 14 | | retired from the FWPD in January 2009 and took command of the |
|---|
| 14 | 15 | | Weatherford Police Department the following month; and |
|---|
| 15 | 16 | | WHEREAS, This esteemed Texan holds a bachelor's degree in |
|---|
| 16 | 17 | | criminal justice from Texas Wesleyan University, and he graduated |
|---|
| 17 | 18 | | from the Southern Police Institute of the University of Louisville; |
|---|
| 18 | 19 | | he has held membership in the National Tactical Officers |
|---|
| 19 | 20 | | Association, the Texas Police Association, the Texas Police Chiefs |
|---|
| 20 | 21 | | Association, and the International Association of Chiefs of Police; |
|---|
| 21 | 22 | | in recognition of his outstanding performance on the job, he was |

| 22 | 23 | | named the 1997 Fort Worth Police Department Command Officer of the |
|---|
| 23 | 24 | | Year, and he received the Fort Worth Police Commendation Award in |
|---|
| 24 | 25 | | 2000 and the Weatherford Meritorious Service Award in 2012; and |

| 25 | 26 | | WHEREAS, Chief Manning further lends his time and talents to |
|---|
| 26 | 27 | | the Parker County community, where he has resided since 1986; he has |
|---|
| 27 | 28 | | been involved with a number of local sports associations and civic |
|---|
| 28 | 29 | | groups, and he is a congregant of First United Methodist Church; in |
|---|
| 29 | 30 | | all his endeavors, he has enjoyed the love and support of his wife, |
|---|
| 30 | 31 | | Kathy, and he is the proud father of two children, Stephanie and |
|---|
| 31 | 32 | | Kevin; and |
|---|
| 32 | 33 | | WHEREAS, Chief Manning's commitment to the highest standards |
|---|
| 33 | 34 | | of his profession has greatly benefited his fellow citizens and |
|---|
| 34 | 35 | | earned him the respect and admiration of his colleagues, and he may |
|---|
| 35 | 36 | | indeed reflect with pride on a career well spent as he embarks on |

| 36 | 37 | | the next exciting chapter of his life; now, therefore, be it |

| 37 | 38 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 38 | 39 | | Legislature hereby congratulate Mike Manning on his retirement as |

| 39 | 40 | | chief of the Weatherford Police Department and extend to him |

| 40 | 41 | | sincere best wishes for the future; and, be it further |
