| 5 | 6 | | WHEREAS, Two dedicated officers, Lieutenant Tami McCullough |

| 6 | 7 | | and Deputy Charles Sibley, have brought great credit to the Collin |

| 7 | 8 | | County Sheriff's Office through their lifesaving actions; and |
|---|
| 8 | 9 | | WHEREAS, On July 10, 2016, Housing Lieutenant Tami |
|---|
| 9 | 10 | | McCullough, a 15-year veteran of the sheriff's office, responded to |
|---|
| 10 | 11 | | a medical emergency at a detention facility, where an inmate had |
|---|
| 11 | 12 | | choked while eating and had lost consciousness; after determining |
|---|
| 12 | 13 | | that the man was in cardiac arrest, Lieutenant McCullough performed |
|---|
| 13 | 14 | | chest compressions and cleared his airway, and she continued CPR |
|---|
| 14 | 15 | | until medical personnel arrived and transported the inmate to a |
|---|
| 15 | 16 | | local hospital; he is alive today thanks to Lieutenant McCullough's |
|---|
| 16 | 17 | | swift and skillful intervention; and |
|---|
| 17 | 18 | | WHEREAS, Environmental Crimes Investigator Charles "Chuck" |
|---|
| 18 | 19 | | Sibley has served with the sheriff's office since May 2013; on |
|---|
| 19 | 20 | | December 26, 2015, he learned of an approaching tornado while he was |
|---|
| 20 | 21 | | off duty at his home; putting himself at risk, he drove to several |
|---|
| 21 | 22 | | stores in nearby Copeville to warn others, and then tracked the |
|---|
| 22 | 23 | | storm, reporting on its progress to emergency personnel; when he |
|---|
| 23 | 24 | | reached Farmersville, he blocked southbound traffic on Highway 78 |
|---|
| 24 | 25 | | until the storm had passed; he later returned to assist with search |
|---|
| 25 | 26 | | and rescue operations in Copeville, where the Hilltop Grocery store |
|---|
| 26 | 27 | | had taken a direct hit; because of Deputy Sibley's timely warning, |
|---|
| 27 | 28 | | three people survived the storm uninjured; and |
|---|
| 28 | 29 | | WHEREAS, Faced with dire situations, Lieutenant McCullough |
|---|
| 29 | 30 | | and Deputy Sibley drew on their training to protect individuals in |
|---|
| 30 | 31 | | danger, and their heroic efforts have distinguished them as truly |
|---|
| 31 | 32 | | outstanding members of the law enforcement profession; now, |

| 32 | 33 | | therefore, be it |

| 33 | 34 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 34 | 35 | | Legislature hereby commend Lieutenant Tami McCullough and Deputy |

| 36 | 37 | | Collin County and extend to them sincere best wishes for continued |
