45 R E S O L U T I O N
56 WHEREAS, Two dedicated officers, Lieutenant Tami McCullough
67 and Deputy Charles Sibley, have brought great credit to the Collin
78 County Sheriff's Office through their lifesaving actions; and
89 WHEREAS, On July 10, 2016, Housing Lieutenant Tami
910 McCullough, a 15-year veteran of the sheriff's office, responded to
1011 a medical emergency at a detention facility, where an inmate had
1112 choked while eating and had lost consciousness; after determining
1213 that the man was in cardiac arrest, Lieutenant McCullough performed
1314 chest compressions and cleared his airway, and she continued CPR
1415 until medical personnel arrived and transported the inmate to a
1516 local hospital; he is alive today thanks to Lieutenant McCullough's
1617 swift and skillful intervention; and
1718 WHEREAS, Environmental Crimes Investigator Charles "Chuck"
1819 Sibley has served with the sheriff's office since May 2013; on
1920 December 26, 2015, he learned of an approaching tornado while he was
2021 off duty at his home; putting himself at risk, he drove to several
2122 stores in nearby Copeville to warn others, and then tracked the
2223 storm, reporting on its progress to emergency personnel; when he
2324 reached Farmersville, he blocked southbound traffic on Highway 78
2425 until the storm had passed; he later returned to assist with search
2526 and rescue operations in Copeville, where the Hilltop Grocery store
2627 had taken a direct hit; because of Deputy Sibley's timely warning,
2728 three people survived the storm uninjured; and
2829 WHEREAS, Faced with dire situations, Lieutenant McCullough
2930 and Deputy Sibley drew on their training to protect individuals in
3031 danger, and their heroic efforts have distinguished them as truly
3132 outstanding members of the law enforcement profession; now,
3233 therefore, be it
3334 RESOLVED, That the House of Representatives of the 85th Texas
3435 Legislature hereby commend Lieutenant Tami McCullough and Deputy
3536 Charles "Chuck" Sibley for their contributions to public safety in
3637 Collin County and extend to them sincere best wishes for continued
3738 success with their important work; and, be it further
3839 RESOLVED, That an official copy of this resolution be
3940 prepared for Lieutenant McCullough and Deputy Sibley as an
4041 expression of high regard by the Texas House of Representatives.
