| 5 | 6 | | WHEREAS, In an outstanding demonstration of bravery and |

| 6 | 7 | | dedication to duty, Cooke County Sheriff's Deputies David Walters |

| 7 | 8 | | and Marc Parsons, Corporal Justin Stamps, and Fire Marshal Ray |

| 8 | 9 | | Fletcher helped to rescue a woman and her 10-month-old infant from |
|---|
| 9 | 10 | | raging floodwaters on June 2, 2016; and |
|---|
| 10 | 11 | | WHEREAS, Together, these four individuals responded to the |
|---|
| 11 | 12 | | emergency after the sheriff's office received a report of a vehicle |
|---|
| 12 | 13 | | being swept away; Deputies Walters and Parsons and Fire Marshal |
|---|
| 13 | 14 | | Fletcher immediately donned flotation vests and secured an anchor |
|---|
| 14 | 15 | | point to a nearby tree, where they attached several hundred feet of |
|---|
| 15 | 16 | | rope; meanwhile, Corporal Stamps was further assessing the |
|---|
| 16 | 17 | | situation and directing other responding units; and |
|---|
| 17 | 18 | | WHEREAS, The stranded automobile was pinned against a tree an |
|---|
| 18 | 19 | | eighth of a mile away in swift-moving water that was as deep as |
|---|
| 19 | 20 | | three and a half feet in some places; due to the extreme danger of |
|---|
| 20 | 21 | | the situation and the possibility of the car being dislodged by the |
|---|
| 21 | 22 | | current at any moment, all four men quickly entered the water and |
|---|
| 22 | 23 | | made their way to the vehicle, navigating a part of the distance |
|---|
| 23 | 24 | | beyond the length of the rope; on reaching the woman and her baby, |
|---|
| 24 | 25 | | Deputy Walters gave the mother his flotation vest and, with the |
|---|
| 25 | 26 | | assistance of Corporal Stamps, carried the infant to emergency |
|---|
| 26 | 27 | | services personnel, while Deputy Parsons and Fire Marshal Fletcher |

| 27 | 28 | | led the woman to safety; and |

| 28 | 29 | | WHEREAS, Each rescuer was presented with a well-deserved Life |

| 29 | 30 | | Saving Award by the Cooke County sheriff for their actions on that |

| 30 | 31 | | harrowing day, and it is indeed a privilege to join in expressing |

| 31 | 32 | | heartfelt gratitude to these courageous public servants; now, |
