45 R E S O L U T I O N
56 WHEREAS, In an outstanding demonstration of bravery and
67 dedication to duty, Cooke County Sheriff's Deputies David Walters
78 and Marc Parsons, Corporal Justin Stamps, and Fire Marshal Ray
89 Fletcher helped to rescue a woman and her 10-month-old infant from
910 raging floodwaters on June 2, 2016; and
1011 WHEREAS, Together, these four individuals responded to the
1112 emergency after the sheriff's office received a report of a vehicle
1213 being swept away; Deputies Walters and Parsons and Fire Marshal
1314 Fletcher immediately donned flotation vests and secured an anchor
1415 point to a nearby tree, where they attached several hundred feet of
1516 rope; meanwhile, Corporal Stamps was further assessing the
1617 situation and directing other responding units; and
1718 WHEREAS, The stranded automobile was pinned against a tree an
1819 eighth of a mile away in swift-moving water that was as deep as
1920 three and a half feet in some places; due to the extreme danger of
2021 the situation and the possibility of the car being dislodged by the
2122 current at any moment, all four men quickly entered the water and
2223 made their way to the vehicle, navigating a part of the distance
2324 beyond the length of the rope; on reaching the woman and her baby,
2425 Deputy Walters gave the mother his flotation vest and, with the
2526 assistance of Corporal Stamps, carried the infant to emergency
2627 services personnel, while Deputy Parsons and Fire Marshal Fletcher
2728 led the woman to safety; and
2829 WHEREAS, Each rescuer was presented with a well-deserved Life
2930 Saving Award by the Cooke County sheriff for their actions on that
3031 harrowing day, and it is indeed a privilege to join in expressing
3132 heartfelt gratitude to these courageous public servants; now,
3233 therefore, be it
3334 RESOLVED, That the House of Representatives of the 85th Texas
3435 Legislature hereby commend Deputies David Walters and Marc Parsons,
3536 Corporal Justin Stamps, and Fire Marshal Ray Fletcher for their
3637 daring rescue of a woman and child on June 2, 2016, and extend to
3738 them sincere gratitude for their remarkable heroism; and, be it
3839 further
3940 RESOLVED, That an official copy of this resolution be
4041 prepared for Deputies Walters and Parsons, Corporal Stamps, and
4142 Fire Marshal Fletcher as an expression of high regard by the Texas
4243 House of Representatives.
