| 5 | 6 | | WHEREAS, The City of McKinney has earned great distinction by |

| 7 | 8 | | Texas Comptroller's office for its financial transparency efforts; |

| 9 | 10 | | WHEREAS, In 2016, the Texas Comptroller of Public Accounts |

| 10 | 11 | | initiated the Transparency Stars program, which recognizes local |
|---|
| 11 | 12 | | governments that provide taxpayers with easy access to financial |
|---|
| 12 | 13 | | data and the tools to analyze it; McKinney has earned stars in all |
|---|
| 13 | 14 | | five areas: traditional finances, contracts and procurement, |
|---|
| 14 | 15 | | economic development, public pensions, and debt obligations; and |
|---|
| 15 | 16 | | WHEREAS, The City of McKinney's website offers detailed |
|---|
| 16 | 17 | | information about revenues, expenditures, and taxes, including |
|---|
| 17 | 18 | | easy-to-read graphs detailing the city's finances and financial |
|---|
| 18 | 19 | | responsibilities over time; the city has also created a |
|---|
| 19 | 20 | | transparency page that provides area residents with a wide range of |
|---|
| 20 | 21 | | information about their government beyond fiscal data; and |
|---|
| 21 | 22 | | WHEREAS, The county seat of Collin County, McKinney is one of |
|---|
| 22 | 23 | | the fastest-growing cities in the nation, and in 2014 it was rated |
|---|
| 23 | 24 | | the best place to live in America by Money magazine; this dynamic |
|---|
| 24 | 25 | | community boasts award-winning schools, a lively historic |
|---|
| 25 | 26 | | downtown, a thriving economy, and great natural beauty; and |
|---|
| 26 | 27 | | WHEREAS, The citizens of our state and nation benefit greatly |
|---|
| 27 | 28 | | from open government, and the City of McKinney may indeed take great |
|---|
| 28 | 29 | | pride in its outstanding efforts to provide its taxpayers with the |
|---|
| 29 | 30 | | information they need to participate in the decisions that affect |
|---|
| 30 | 31 | | them and their families; now, therefore, be it |
|---|
| 31 | 32 | | RESOLVED, That the House of Representatives of the 85th Texas |
|---|
| 32 | 33 | | Legislature hereby congratulate the City of McKinney for receiving |
|---|
| 33 | 34 | | five stars from the Texas Comptroller of Public Accounts for its |
|---|
| 34 | 35 | | transparency program and extend to the city's elected officials and |
|---|
| 35 | 36 | | employees sincere best wishes for continued success in their |
|---|
| 36 | 37 | | important work; and, be it further |

| 37 | 38 | | RESOLVED, That an official copy of this resolution be |
