| 5 | 6 | | WHEREAS, Deborah S. Gernes of Georgetown is retiring as |

| 6 | 7 | | general manager of Travis County Water Control and Improvement |

| 7 | 8 | | District No. 17 on May 3, 2017, concluding more than two decades of |

| 8 | 9 | | exemplary service; and |
|---|
| 9 | 10 | | WHEREAS, A graduate of the University of Massachusetts |
|---|
| 10 | 11 | | Amherst with a bachelor's degree in biology, Ms. Gernes also holds |
|---|
| 11 | 12 | | a master's degree in information systems from the Naval |
|---|
| 12 | 13 | | Postgraduate School; following her 20-year career as a surface |
|---|
| 13 | 14 | | warfare officer in the United States Navy, she joined the staff of |
|---|
| 14 | 15 | | Travis County WCID in February 1996; and |
|---|
| 15 | 16 | | WHEREAS, Under the able leadership of Ms. Gernes, the |
|---|
| 16 | 17 | | district has experienced dramatic growth, from 1,800 to 11,500 |
|---|
| 17 | 18 | | accounts with assets totaling some $220 million, all while |
|---|
| 18 | 19 | | garnering recognition for its financial and operational |
|---|
| 19 | 20 | | efficiencies and conservation efforts; she has successfully |
|---|
| 20 | 21 | | overseen such capital projects as water plant upgrades, tank and |
|---|
| 21 | 22 | | pump station installations, and wastewater improvements, and she |
|---|
| 22 | 23 | | has spearheaded a number of programs that help supply clean water to |
|---|
| 23 | 24 | | underserved areas, including the Apache Shores, River Ridge, and |
|---|
| 24 | 25 | | Montview neighborhoods; moreover, she was instrumental in the |
|---|
| 25 | 26 | | establishment of the Lake Travis Regional Reuse and Recycling |
|---|
| 26 | 27 | | Center in 2015; and |
|---|
| 27 | 28 | | WHEREAS, Through her dedication, professionalism, and |
|---|
| 28 | 29 | | commitment to excellence, Deborah Gernes has greatly benefited the |
|---|
| 29 | 30 | | citizens of Travis County, and she may indeed reflect with pride on |
|---|
| 30 | 31 | | her exceptional record of achievement as she embarks on the next |
|---|
| 31 | 32 | | exciting chapter of her life; now, therefore, be it |

| 32 | 33 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 33 | 34 | | Legislature hereby congratulate Deborah S. Gernes on her retirement |
