| 8 | 9 | | WHEREAS, Born to Dario and Elisa de la Garza in Mercedes on |

| 9 | 10 | | September 22, 1927, "Kika" de la Garza grew up in Mission; he left |
|---|
| 10 | 11 | | high school to enlist in the United States Navy in the final months |
|---|
| 11 | 12 | | of World War II, and after attending Edinburg Junior College and |
|---|
| 12 | 13 | | St. Mary's University, he served his country again during the |
|---|
| 13 | 14 | | Korean War as an artillery officer in the army; he completed his law |
|---|
| 14 | 15 | | degree at St. Mary's University and in 1952, at the age of 24, he |
|---|
| 15 | 16 | | won election to the Texas House of Representatives; and |
|---|
| 16 | 17 | | WHEREAS, Mr. de la Garza won reelection five times, and |
