55 R E S O L U T I O N
66 WHEREAS, An exemplary life dedicated to public service has
77 drawn to a close with the death of Texas Commissioner of Insurance
88 David Calvin Mattax on April 13, 2017, at the age of 60; and
99 WHEREAS, David Mattax was born in Tulsa, Oklahoma, on January
1010 15, 1957, to Calvin and Carolyn Mattax; he studied at The University
1111 of Texas, where he graduated summa cum laude, earning bachelor's
1212 degrees in history and mathematics; he later completed a law degree
1313 at UT; and
1414 WHEREAS, Mr. Mattax spent 23 years with the office of the
1515 Texas attorney general, serving as director of defense litigation
1616 and as chief of the Financial Litigation Division; as deputy
1717 attorney general, he supervised the defense of all lawsuits against
1818 the State of Texas, appearing before the U.S. Supreme Court in 2004;
1919 and
2020 WHEREAS, Starting in 1992, Mr. Mattax represented the Texas
2121 Department of Insurance for many years, working with eight
2222 insurance commissioners on a wide variety of issues; he also
2323 represented the state banking and securities departments, as well
2424 as other state agencies; in January 2015, he was appointed Texas
2525 Commissioner of Insurance by Governor Greg Abbott, and in December
2626 2016, he was elected secretary-treasurer of the National
2727 Association of Insurance Commissioners; and
2828 WHEREAS, A man of great erudition, charm, and warmth,
2929 Mr. Mattax enjoyed sharing his love of music, art, and fine foods
3030 and wines with his friends and colleagues; he lived in France for a
3131 time, and his extensive travels were documented with his artful
3232 photographs; an active member of the University United Methodist
3333 Church, he served on its finance committee and board of trustees and
3434 co-chaired the Amos Commission; and
3535 WHEREAS, The loss of David Mattax is keenly felt by the
3636 numerous friends that he made through the years as well as by the
3737 countless people in Texas and beyond whose lives he forever
3838 enriched; now, therefore, be it
3939 RESOLVED, That the House of Representatives of the 85th Texas
4040 Legislature hereby pay tribute to the memory of David Calvin Mattax
4141 and extend heartfelt sympathy to the members of his family: to his
4242 mother, Carolyn Mattax; to his sisters, Carol Curry, Charlotte
4343 Mattax Moersch, and Cathy Mattax; and to his other relatives and
4444 many friends; and, be it further
4545 RESOLVED, That an official copy of this resolution be
4646 prepared for his family and that when the Texas House of
4747 Representatives adjourns this day, it do so in memory of David
4848 Calvin Mattax.
