| 6 | 6 | | WHEREAS, An exemplary life dedicated to public service has |

| 7 | 7 | | drawn to a close with the death of Texas Commissioner of Insurance |
|---|
| 8 | 8 | | David Calvin Mattax on April 13, 2017, at the age of 60; and |
|---|
| 9 | 9 | | WHEREAS, David Mattax was born in Tulsa, Oklahoma, on January |
|---|
| 10 | 10 | | 15, 1957, to Calvin and Carolyn Mattax; he studied at The University |
|---|
| 11 | 11 | | of Texas, where he graduated summa cum laude, earning bachelor's |
|---|
| 12 | 12 | | degrees in history and mathematics; he later completed a law degree |
|---|
| 13 | 13 | | at UT; and |
|---|
| 14 | 14 | | WHEREAS, Mr. Mattax spent 23 years with the office of the |
|---|
| 15 | 15 | | Texas attorney general, serving as director of defense litigation |
|---|
| 16 | 16 | | and as chief of the Financial Litigation Division; as deputy |
|---|
| 17 | 17 | | attorney general, he supervised the defense of all lawsuits against |
|---|
| 18 | 18 | | the State of Texas, appearing before the U.S. Supreme Court in 2004; |
|---|
| 19 | 19 | | and |
|---|
| 20 | 20 | | WHEREAS, Starting in 1992, Mr. Mattax represented the Texas |
|---|
| 21 | 21 | | Department of Insurance for many years, working with eight |
|---|
| 22 | 22 | | insurance commissioners on a wide variety of issues; he also |
|---|
| 23 | 23 | | represented the state banking and securities departments, as well |
|---|
| 24 | 24 | | as other state agencies; in January 2015, he was appointed Texas |
|---|
| 25 | 25 | | Commissioner of Insurance by Governor Greg Abbott, and in December |
|---|
| 26 | 26 | | 2016, he was elected secretary-treasurer of the National |
|---|
| 27 | 27 | | Association of Insurance Commissioners; and |
|---|
| 28 | 28 | | WHEREAS, A man of great erudition, charm, and warmth, |
|---|
| 29 | 29 | | Mr. Mattax enjoyed sharing his love of music, art, and fine foods |
|---|
| 30 | 30 | | and wines with his friends and colleagues; he lived in France for a |
|---|
| 31 | 31 | | time, and his extensive travels were documented with his artful |
|---|
| 32 | 32 | | photographs; an active member of the University United Methodist |
|---|
| 33 | 33 | | Church, he served on its finance committee and board of trustees and |
|---|
| 34 | 34 | | co-chaired the Amos Commission; and |
|---|
| 35 | 35 | | WHEREAS, The loss of David Mattax is keenly felt by the |
|---|
| 36 | 36 | | numerous friends that he made through the years as well as by the |
|---|
| 37 | 37 | | countless people in Texas and beyond whose lives he forever |
|---|
| 38 | 38 | | enriched; now, therefore, be it |
|---|
| 39 | 39 | | RESOLVED, That the House of Representatives of the 85th Texas |
|---|
| 40 | 40 | | Legislature hereby pay tribute to the memory of David Calvin Mattax |
|---|
| 41 | 41 | | and extend heartfelt sympathy to the members of his family: to his |
|---|
| 42 | 42 | | mother, Carolyn Mattax; to his sisters, Carol Curry, Charlotte |
|---|
| 43 | 43 | | Mattax Moersch, and Cathy Mattax; and to his other relatives and |
|---|
| 44 | 44 | | many friends; and, be it further |
|---|
| 45 | 45 | | RESOLVED, That an official copy of this resolution be |

| 46 | 46 | | prepared for his family and that when the Texas House of |
|---|
| 47 | 47 | | Representatives adjourns this day, it do so in memory of David |
