45 R E S O L U T I O N
56 WHEREAS, An exemplary life dedicated to public service has
67 drawn to a close with the death of Texas Commissioner of Insurance
78 David Calvin Mattax on April 13, 2017, at the age of 60; and
89 WHEREAS, David Mattax was born in Tulsa, Oklahoma, on January
910 15, 1957, to Dr. Calvin and Carolyn Mattax; he studied at The
1011 University of Texas, where he graduated summa cum laude, earning a
1112 bachelor of arts degree in history and a bachelor of science degree
1213 in mathematics; he later completed a law degree at UT; and
1314 WHEREAS, Mr. Mattax spent 23 years with the office of the
1415 Texas attorney general, serving as director of defense litigation
1516 and as chief of the Financial Litigation Division; as deputy
1617 attorney general, he supervised the defense of all lawsuits against
1718 the State of Texas, appearing before the U.S. Supreme Court in 2004;
1819 and
1920 WHEREAS, Starting in 1992, Mr. Mattax represented the Texas
2021 Department of Insurance for many years, working with eight
2122 insurance commissioners on a wide variety of issues; he also
2223 represented the state banking and securities departments, as well
2324 as other state agencies; in January 2015, he was appointed Texas
2425 Commissioner of Insurance by Governor Greg Abbott, and in December
2526 2016, he was elected secretary-treasurer of the National
2627 Association of Insurance Commissioners; and
2728 WHEREAS, A man of great erudition, charm, and warmth,
2829 Mr. Mattax enjoyed sharing his love of music, art, and fine foods
2930 and wines with his friends and colleagues; he lived in France for a
3031 time, and his extensive travels were documented with his artful
3132 photographs; an active member of the University United Methodist
3233 Church, he served on its finance committee and board of trustees and
3334 co-chaired the Amos Commission; and
3435 WHEREAS, The loss of David Mattax is keenly felt by the
3536 numerous friends that he made through the years as well as by the
3637 countless people in Texas and beyond whose lives he forever
3738 enriched; now, therefore, be it
3839 RESOLVED, That the House of Representatives of the 85th Texas
3940 Legislature hereby pay tribute to the memory of David Calvin Mattax
4041 and extend heartfelt sympathy to the members of his family: to his
4142 mother, Carolyn Mattax; to his sisters, Carol Curry, Charlotte
4243 Mattax Moersch, and Cathy Mattax; and to his other relatives and
4344 many friends; and, be it further
4445 RESOLVED, That an official copy of this resolution be
4546 prepared for his family and that when the Texas House of
4647 Representatives adjourns this day, it do so in memory of David
4748 Calvin Mattax.
