6 | 7 | | drawn to a close with the death of Texas Commissioner of Insurance |

7 | 8 | | David Calvin Mattax on April 13, 2017, at the age of 60; and |

8 | 9 | | WHEREAS, David Mattax was born in Tulsa, Oklahoma, on January |
---|
9 | 10 | | 15, 1957, to Dr. Calvin and Carolyn Mattax; he studied at The |
---|
10 | 11 | | University of Texas, where he graduated summa cum laude, earning a |
---|
11 | 12 | | bachelor of arts degree in history and a bachelor of science degree |
---|
12 | 13 | | in mathematics; he later completed a law degree at UT; and |
---|
13 | 14 | | WHEREAS, Mr. Mattax spent 23 years with the office of the |
---|
14 | 15 | | Texas attorney general, serving as director of defense litigation |
---|
15 | 16 | | and as chief of the Financial Litigation Division; as deputy |
---|
16 | 17 | | attorney general, he supervised the defense of all lawsuits against |
---|
17 | 18 | | the State of Texas, appearing before the U.S. Supreme Court in 2004; |
---|

19 | 20 | | WHEREAS, Starting in 1992, Mr. Mattax represented the Texas |
---|
20 | 21 | | Department of Insurance for many years, working with eight |
---|
21 | 22 | | insurance commissioners on a wide variety of issues; he also |
---|
22 | 23 | | represented the state banking and securities departments, as well |
---|
23 | 24 | | as other state agencies; in January 2015, he was appointed Texas |
---|
24 | 25 | | Commissioner of Insurance by Governor Greg Abbott, and in December |
---|
25 | 26 | | 2016, he was elected secretary-treasurer of the National |
---|
26 | 27 | | Association of Insurance Commissioners; and |
---|
27 | 28 | | WHEREAS, A man of great erudition, charm, and warmth, |
---|
28 | 29 | | Mr. Mattax enjoyed sharing his love of music, art, and fine foods |
---|
29 | 30 | | and wines with his friends and colleagues; he lived in France for a |
---|
30 | 31 | | time, and his extensive travels were documented with his artful |
---|
31 | 32 | | photographs; an active member of the University United Methodist |
---|
32 | 33 | | Church, he served on its finance committee and board of trustees and |
---|
33 | 34 | | co-chaired the Amos Commission; and |
---|
34 | 35 | | WHEREAS, The loss of David Mattax is keenly felt by the |
---|
35 | 36 | | numerous friends that he made through the years as well as by the |
---|
36 | 37 | | countless people in Texas and beyond whose lives he forever |
---|
37 | 38 | | enriched; now, therefore, be it |

38 | 39 | | RESOLVED, That the House of Representatives of the 85th Texas |

39 | 40 | | Legislature hereby pay tribute to the memory of David Calvin Mattax |

40 | 41 | | and extend heartfelt sympathy to the members of his family: to his |

41 | 42 | | mother, Carolyn Mattax; to his sisters, Carol Curry, Charlotte |

42 | 43 | | Mattax Moersch, and Cathy Mattax; and to his other relatives and |
