45 R E S O L U T I O N
56 WHEREAS, A rich and purposeful life drew to a close with the
67 passing of Frank Dewayne Finchum of Orange on November 10, 2016, at
78 the age of 84; and
89 WHEREAS, The son of Frank Edward and Jessie L. Finchum,
910 Mr. Finchum was born on May 18, 1932, in Port Arthur and grew up
1011 with the companionship of a sister, JoAnn; he excelled in sports
1112 during his youth, and after graduating from Thomas Jefferson High
1213 School in 1951, he received an athletic scholarship to The
1314 University of Texas at Austin, where he played football for four
1415 years and helped the Longhorns to victory in the 1953 Cotton Bowl;
1516 and
1617 WHEREAS, After receiving his degree, Mr. Finchum went to work
1718 in the oil and gas services industry; he accepted a position as a
1819 treating engineer with the Western Company and moved to Levelland
1920 in 1955, then worked briefly at a small refining operation before
2021 moving back home to Port Arthur; he ultimately put down roots in
2122 Orange, where he embarked on a career with Orange Pulp and Paper,
2223 later known as Equitable Bag Company, progressing from floor
2324 supervisor to planning and production manager over the course of a
2425 rewarding tenure that spanned 38 years; and
2526 WHEREAS, In the late 1950s, this esteemed Texan answered his
2627 nation's call and enlisted in the United States Army; he served a
2728 tour of active duty with special services at Fort Lee, Virginia,
2829 followed by seven years with the U.S. Army Reserve; and
2930 WHEREAS, Dedicated to his local community, Mr. Finchum gave
3031 generously of his time and talents to a number of civic and
3132 volunteer organizations, including the boards of the Greater Orange
3233 Area Chamber of Commerce, the Sunset Grove Country Club, and
3334 Habitat for Humanity, for which he spearheaded an annual charity
3435 golf tournament; in addition, he coached Little League football for
3536 eight years, and he served as chair of the Orange County Republican
3637 Party and as a member of the City of Orange Master Plan Committee;
3738 sustained by a deep faith, he was also a longtime congregant at
3839 First United Methodist Church in Orange; and
3940 WHEREAS, In all his endeavors, Mr. Finchum was blessed with
4041 the love and support of his wife, Nancy Jo, with whom he shared 61
4142 cherished years of marriage; he was a devoted father to his two
4243 sons, Tab and Frank, and to his daughter, Nan, and he took great
4344 pride in his four grandchildren, Taylor, Ben, Annie, and Mark; and
4445 WHEREAS, Although Frank Finchum's death has brought great
4546 sorrow to those who loved him, his life was an inspiring example of
4647 the good that one person can accomplish, and he will forever be
4748 remembered with admiration and affection; now, therefore, be it
4849 RESOLVED, That the House of Representatives of the 85th Texas
4950 Legislature hereby pay tribute to the memory of Frank Dewayne
5051 Finchum and extend heartfelt sympathy to all who mourn his passing;
5152 and, be it further
5253 RESOLVED, That an official copy of this resolution be
5354 prepared for his family as an expression of high regard by the Texas
5455 House of Representatives.
