5 | 6 | | WHEREAS, A rich and purposeful life drew to a close with the |

6 | 7 | | passing of Frank Dewayne Finchum of Orange on November 10, 2016, at |

7 | 8 | | the age of 84; and |

8 | 9 | | WHEREAS, The son of Frank Edward and Jessie L. Finchum, |
---|
9 | 10 | | Mr. Finchum was born on May 18, 1932, in Port Arthur and grew up |
---|
10 | 11 | | with the companionship of a sister, JoAnn; he excelled in sports |
---|
11 | 12 | | during his youth, and after graduating from Thomas Jefferson High |
---|
12 | 13 | | School in 1951, he received an athletic scholarship to The |
---|
13 | 14 | | University of Texas at Austin, where he played football for four |
---|
14 | 15 | | years and helped the Longhorns to victory in the 1953 Cotton Bowl; |
---|

16 | 17 | | WHEREAS, After receiving his degree, Mr. Finchum went to work |
---|
17 | 18 | | in the oil and gas services industry; he accepted a position as a |
---|
18 | 19 | | treating engineer with the Western Company and moved to Levelland |
---|
19 | 20 | | in 1955, then worked briefly at a small refining operation before |
---|
20 | 21 | | moving back home to Port Arthur; he ultimately put down roots in |
---|
21 | 22 | | Orange, where he embarked on a career with Orange Pulp and Paper, |
---|
22 | 23 | | later known as Equitable Bag Company, progressing from floor |
---|
23 | 24 | | supervisor to planning and production manager over the course of a |
---|
24 | 25 | | rewarding tenure that spanned 38 years; and |
---|
25 | 26 | | WHEREAS, In the late 1950s, this esteemed Texan answered his |
---|
26 | 27 | | nation's call and enlisted in the United States Army; he served a |
---|
27 | 28 | | tour of active duty with special services at Fort Lee, Virginia, |
---|
28 | 29 | | followed by seven years with the U.S. Army Reserve; and |
---|
29 | 30 | | WHEREAS, Dedicated to his local community, Mr. Finchum gave |
---|
30 | 31 | | generously of his time and talents to a number of civic and |
---|
31 | 32 | | volunteer organizations, including the boards of the Greater Orange |
---|
32 | 33 | | Area Chamber of Commerce, the Sunset Grove Country Club, and |
---|
33 | 34 | | Habitat for Humanity, for which he spearheaded an annual charity |
---|
34 | 35 | | golf tournament; in addition, he coached Little League football for |
---|
35 | 36 | | eight years, and he served as chair of the Orange County Republican |
---|
36 | 37 | | Party and as a member of the City of Orange Master Plan Committee; |
---|
37 | 38 | | sustained by a deep faith, he was also a longtime congregant at |
---|
38 | 39 | | First United Methodist Church in Orange; and |
---|
39 | 40 | | WHEREAS, In all his endeavors, Mr. Finchum was blessed with |
---|
40 | 41 | | the love and support of his wife, Nancy Jo, with whom he shared 61 |
---|
41 | 42 | | cherished years of marriage; he was a devoted father to his two |
---|
42 | 43 | | sons, Tab and Frank, and to his daughter, Nan, and he took great |
---|
43 | 44 | | pride in his four grandchildren, Taylor, Ben, Annie, and Mark; and |
---|
44 | 45 | | WHEREAS, Although Frank Finchum's death has brought great |
---|
45 | 46 | | sorrow to those who loved him, his life was an inspiring example of |
---|
46 | 47 | | the good that one person can accomplish, and he will forever be |
---|
47 | 48 | | remembered with admiration and affection; now, therefore, be it |
---|
48 | 49 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
49 | 50 | | Legislature hereby pay tribute to the memory of Frank Dewayne |
---|
50 | 51 | | Finchum and extend heartfelt sympathy to all who mourn his passing; |
