45 R E S O L U T I O N
56 WHEREAS, Jody Lay is retiring as chief of the Terrell Police
67 Department on May 31, 2017, drawing to a close an outstanding tenure
78 in that position that has spanned eight years; and
89 WHEREAS, Since Jody Lay became chief in 2009, the city of
910 Terrell has seen its crime rate decrease by 45 percent; Chief Lay
1011 contributed to this accomplishment by strengthening police
1112 protocols and best practices, enhancing the department's
1213 technology, and partnering with other agencies in Kaufman and
1314 Dallas Counties as well as with the U.S. Department of Justice;
1415 moreover, he played a crucial role in establishing the first
1516 forensic unit in Kaufman County, and he oversaw the construction of
1617 the new police headquarters; and
1718 WHEREAS, In retirement, Chief Lay plans to pass on the
1819 knowledge and wisdom he has acquired during his years in law
1920 enforcement by teaching college-level criminal justice courses;
2021 and
2122 WHEREAS, Chief Lay's dedication, professionalism, and
2223 commitment to protecting and serving the public have greatly
2324 benefited the residents of Terrell, and he may indeed reflect with
2425 pride on his exceptional record of achievement as he embarks on the
2526 next exciting chapter of his life; now, therefore, be it
2627 RESOLVED, That the House of Representatives of the 85th Texas
2728 Legislature hereby congratulate Jody Lay on his retirement as the
2829 Terrell chief of police and extend to him sincere best wishes for
2930 the future; and, be it further
3031 RESOLVED, That an official copy of this resolution be
3132 prepared for Chief Lay as an expression of high regard by the Texas
3233 House of Representatives.
