5 | 6 | | WHEREAS, Jody Lay is retiring as chief of the Terrell Police |

6 | 7 | | Department on May 31, 2017, drawing to a close an outstanding tenure |

7 | 8 | | in that position that has spanned eight years; and |

8 | 9 | | WHEREAS, Since Jody Lay became chief in 2009, the city of |

9 | 10 | | Terrell has seen its crime rate decrease by 45 percent; Chief Lay |
---|
10 | 11 | | contributed to this accomplishment by strengthening police |
---|
11 | 12 | | protocols and best practices, enhancing the department's |
---|
12 | 13 | | technology, and partnering with other agencies in Kaufman and |
---|
13 | 14 | | Dallas Counties as well as with the U.S. Department of Justice; |
---|
14 | 15 | | moreover, he played a crucial role in establishing the first |
---|
15 | 16 | | forensic unit in Kaufman County, and he oversaw the construction of |
---|
16 | 17 | | the new police headquarters; and |
---|
17 | 18 | | WHEREAS, In retirement, Chief Lay plans to pass on the |
---|
18 | 19 | | knowledge and wisdom he has acquired during his years in law |
---|
19 | 20 | | enforcement by teaching college-level criminal justice courses; |
---|

21 | 22 | | WHEREAS, Chief Lay's dedication, professionalism, and |

22 | 23 | | commitment to protecting and serving the public have greatly |

23 | 24 | | benefited the residents of Terrell, and he may indeed reflect with |

24 | 25 | | pride on his exceptional record of achievement as he embarks on the |

25 | 26 | | next exciting chapter of his life; now, therefore, be it |

26 | 27 | | RESOLVED, That the House of Representatives of the 85th Texas |

27 | 28 | | Legislature hereby congratulate Jody Lay on his retirement as the |

28 | 29 | | Terrell chief of police and extend to him sincere best wishes for |
