| 8 | 9 | | School Libertas Academy in El Paso; and |

| 9 | 10 | | WHEREAS, Mr. Mhlanga is among the students who have completed |

| 10 | 11 | | their secondary education in the academy's Advanced Academics |

| 11 | 12 | | Program, which features specialized curricula focused on law, |

| 12 | 13 | | government, and public administration; and |
|---|
| 13 | 14 | | WHEREAS, The son of Life Mhlanga and Brenda Meyers, |

| 14 | 15 | | Mr. Mhlanga has distinguished himself as a talented |

| 15 | 16 | | student-athlete; in addition to running track, he played on the |
|---|
| 16 | 17 | | football team and helped lead the Trailblazers to a bi-district |

| 17 | 18 | | championship; he has also served on the student council, and his |

| 18 | 19 | | ability to balance academics with extracurricular activities |

| 19 | 20 | | earned him recognition as a school winner in the Wendy's High School |

| 20 | 21 | | Heisman Scholarship program; after graduating, he plans to attend |

| 21 | 22 | | Texas A&M University and to pursue a career in law; and |
