| 8 | 9 | | School Libertas Academy in El Paso; and |

| 9 | 10 | | WHEREAS, Mr. Villalobos is among the students who have |

| 10 | 11 | | completed their secondary education in the academy's Advanced |
|---|
| 11 | 12 | | Academics Program, which features specialized curricula focused on |
|---|
| 12 | 13 | | law, government, and public administration; and |
|---|
| 13 | 14 | | WHEREAS, The son of Jose and Neomi Villalobos, Mr. Villalobos |

| 14 | 15 | | has distinguished himself by ranking in the top 10 percent of his |

| 15 | 16 | | class at Americas High School, where he is also a member of the |
|---|
| 16 | 17 | | National Honor Society, the National Technical Honor Society, and |

| 17 | 18 | | DECA; after graduating, he plans to study at the United States |

| 18 | 19 | | Military Academy at West Point; and |
|---|
| 19 | 20 | | WHEREAS, Exciting challenges and opportunities await this |
