| 5 | 6 | | WHEREAS, Buster Baldwin is retiring as a Kerr County |

| 6 | 7 | | commissioner in December 2016, drawing to a close a quarter-century |
|---|
| 7 | 8 | | of service to his fellow citizens; and |
|---|
| 8 | 9 | | WHEREAS, A fourth-generation resident of Kerr County, |
|---|
| 9 | 10 | | Mr. Baldwin was born in Fredericksburg and attended schools in Hunt |
|---|
| 10 | 11 | | and Kerrville; he began his career in public service as a member of |
|---|
| 11 | 12 | | the Hunt school board in 1982, and in 1984 he served as district |
|---|
| 12 | 13 | | office director for U.S. Representative Tom Loeffler; he was first |
|---|
| 13 | 14 | | elected to the commissioners court from Precinct 4 in 1987 and |
|---|
| 14 | 15 | | served until 1991, when he was appointed district office director |
|---|
| 15 | 16 | | for Texas state representative Harvey Hilderbran, a post he held |
|---|
| 16 | 17 | | until 1996; and |
|---|
| 17 | 18 | | WHEREAS, Since 1997, Mr. Baldwin has represented Precinct 1 |
|---|
| 18 | 19 | | on the commissioners court, and over the course of his exemplary |
|---|
| 19 | 20 | | 24-year tenure, he played a leading role in the renovation of the |
|---|
| 20 | 21 | | courthouse annex and the creation of new district courtrooms, as |
|---|
| 21 | 22 | | well as in the renovation of the Turtle Creek School, improvements |
|---|
| 22 | 23 | | to the Hill Country Youth Event Center, and the recent passage of a |
|---|
| 23 | 24 | | bond to renovate the county jail; and |
|---|
| 24 | 25 | | WHEREAS, Mr. Baldwin has also represented Kerr County on the |
|---|
| 25 | 26 | | Alamo Area Council of Governments, and he has served as president of |
|---|
| 26 | 27 | | the South Texas County and West Texas County Judges and |
|---|
| 27 | 28 | | Commissioners Associations and as a board member of the Texas |
|---|
| 28 | 29 | | Association of Counties; and |
|---|
| 29 | 30 | | WHEREAS, In all his endeavors, Mr. Baldwin has enjoyed the |
|---|
| 30 | 31 | | love and support of his wife of 44 years, Deborah Jo Baldwin, as |
|---|
| 31 | 32 | | well as that of his children, Bonnie Jo and Jesse; and |
|---|
| 32 | 33 | | WHEREAS, Mr. Baldwin's dedication and commitment to public |
|---|
| 33 | 34 | | service have greatly benefited the people of Kerr County, and he may |
|---|
| 34 | 35 | | indeed reflect with pride on a career well spent as he embarks upon |
|---|
| 35 | 36 | | the next exciting chapter of his life; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 37 | 38 | | Legislature hereby congratulate Buster Baldwin on his retirement |

| 38 | 39 | | from the Kerr County Commissioners Court and extend to him sincere |

| 39 | 40 | | best wishes for continued happiness; and, be it further |
