45 R E S O L U T I O N
56 WHEREAS, Captain Brad Chappell is retiring as an Internal
67 Affairs Unit investigator with the Texas Parks and Wildlife
78 Department in 2017, concluding more than three decades of service
89 to his fellow Texans; and
910 WHEREAS, After completing his training with the state game
1011 warden academy in 1987, Mr. Chappell began his career with the
1112 department in Sabine County, and in 1991 he transferred to Panola
1213 County; he steadily rose through the ranks, earning promotion to
1314 sergeant wildlife investigator in 2002 and later becoming one of
1415 the first members of the Special Operations Unit; in 2013, he was
1516 named a captain investigator with the Internal Affairs Unit; and
1617 WHEREAS, Over the years, Captain Chappell has been
1718 responsible for investigating a wide range of cases, from illegal
1819 hunting and fishing to capital murder, and he was one of the first
1920 game wardens in the state to solve wildlife crimes with the
2021 assistance of genome experts from Texas A&M University and the
2122 department's forensics lab in San Marcos; moreover, he has promoted
2223 the mission of TPWD through his involvement with school and outdoor
2324 youth programs, civic organizations, and public broadcasting
2425 stations; and
2526 WHEREAS, One of the most decorated game wardens in state
2627 history, Captain Chappell has earned well-deserved recognition
2728 from such organizations as the Shikar Safari Club, the Association
2829 of Midwest Fish and Game Law Enforcement Officers, and the
2930 Southeastern Association of Fish and Wildlife Agencies; he is
3031 supported in all his endeavors by his loving wife of 29 years,
3132 Charmaine; and
3233 WHEREAS, Throughout his distinguished tenure, Brad Chappell
3334 has demonstrated an unwavering commitment to protecting natural
3435 resources and ensuring the safety of the public, and his
3536 exceptional record of service to the Lone Star State truly merits
3637 special recognition; now, therefore, be it
3738 RESOLVED, That the House of Representatives of the 85th Texas
3839 Legislature hereby congratulate Captain Brad Chappell on his
3940 retirement from the Texas Parks and Wildlife Department and extend
4041 to him sincere best wishes for continued happiness and fulfillment;
4142 and, be it further
4243 RESOLVED, That an official copy of this resolution be
4344 prepared for Captain Chappell as an expression of high regard by the
4445 Texas House of Representatives.
