| 5 | 6 | | WHEREAS, Across the nation, April 2018 is being observed as |

| 7 | 8 | | WHEREAS, Created by the National Safety Council, the campaign |

| 8 | 9 | | aims to tackle the growing problem of distracted driving, which |

| 9 | 10 | | encompasses such risky actions as talking on a cell phone, texting, |
|---|
| 10 | 11 | | eating, or grooming while behind the wheel; and |
|---|
| 11 | 12 | | WHEREAS, Each year, more than 100,000 automobile crashes in |
|---|
| 12 | 13 | | Texas involve distracted driving; a survey conducted by the Texas |
|---|
| 13 | 14 | | A&M Transportation Institute revealed that 38 percent of Texas |
|---|
| 14 | 15 | | motorists talk on their cell phones at least some of the time while |
|---|
| 15 | 16 | | driving, and more than 21 percent of drivers read or send text |
|---|
| 16 | 17 | | messages or e-mails; and |
|---|
| 17 | 18 | | WHEREAS, According to the National Safety Council and the |

| 18 | 19 | | National Highway Traffic Safety Administration, the last two years |

| 19 | 20 | | have seen the largest percentage increase in traffic fatalities in |

| 20 | 21 | | the United States in 51 years; while multiple factors contribute to |

| 21 | 22 | | traffic deaths, the risk of distracted driving due to technology is |

| 23 | 24 | | WHEREAS, Increased public awareness of these dangers is key |

| 24 | 25 | | to reducing incidents of distracted driving, and the monthlong |

| 25 | 26 | | observance in April is an opportunity for Texans to affirm their |

| 26 | 27 | | commitment to making our roadways safer for all; now, therefore, be |

| 29 | 30 | | Legislature hereby recognize April 2018 as Distracted Driving |
