45 R E S O L U T I O N
56 WHEREAS, The cotton industry lost an admired leader with the
67 passing of Bill Lovelady of El Paso on January 29, 2017, at the age
78 of 70; and
89 WHEREAS, Born in El Paso on February 27, 1946, Bill Lovelady
910 was the son of Dan and Louise Lovelady; he grew up in Acala and
1011 completed his bachelor's degree in journalism at The University of
1112 Texas at El Paso; he began farming cotton in 1973 and practiced
1213 cutting-edge conservation methods in his fields in El Paso and
1314 Hudspeth Counties; and
1415 WHEREAS, Mr. Lovelady was dedicated to his industry and
1516 helped shape the nation's agricultural policy through his
1617 leadership in professional organizations; he traveled to many
1718 countries promoting American cotton, and he was president of the
1819 National Cotton Council at a crucial juncture; over the years, he
1920 served the group in numerous capacities, including advisor to the
2021 board, member of the Operations Committee, and chair of the
2122 Beltwide Cotton Conference Steering Committee; he was also chair of
2223 Supima and president of the Texas Association of Cotton Producer
2324 Organizations and of the El Paso Valley Cotton Producers
2425 Association; among myriad accolades, he received the 2009 Harry S.
2526 Baker Distinguished Service Award from the NCC and the 2015
2627 Southwest Farm Press High Cotton Award; and
2728 WHEREAS, Active in his community as well, Mr. Lovelady was a
2829 director for First National Bank and WestStar Bank and gave
2930 generously of his time and expertise to a number of other boards; he
3031 served First United Methodist Church of Fabens as a lay leader and
3132 as president of the administrative board; and
3233 WHEREAS, Mr. Lovelady shared a fulfilling marriage of 47
3334 years with the love of his life, Suzie Lovelady, and he was the
3435 proud father of a son, Ty, and a daughter, LeAnn; kind, sincere, and
3536 thoughtful, with a genial manner and warm smile for all, he enjoyed
3637 a host of long friendships, and he was a mainstay of the daily
3738 circles at the coffee shops in Fabens and Fort Hancock; and
3839 WHEREAS, Although Bill Lovelady is deeply missed by all who
3940 were fortunate enough to share in the richness of his life, he will
4041 forever hold a special place in their hearts; now, therefore, be it
4142 RESOLVED, That the House of Representatives of the 85th Texas
4243 Legislature hereby pay tribute to the life of Bill Lovelady and
4344 extend sincere condolences to all who mourn his passing; and, be it
4445 further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for his family and that when the Texas House of
4748 Representatives adjourns this day, it do so in memory of Bill
4849 Lovelady.
