| 5 | 6 | | WHEREAS, Since entering the restaurant industry more than |

| 6 | 7 | | four decades ago, Juan Francisco Ochoa has built an impressive |

| 7 | 8 | | legacy of success as a businessman and restaurateur; and |

| 8 | 9 | | WHEREAS, "Pancho" Ochoa founded El Pollo Loco in his native |

| 9 | 10 | | city of Guasave, Mexico, in 1975, featuring a menu based on family |

| 10 | 11 | | recipes; within just four years, the business expanded into a |
|---|
| 11 | 12 | | thriving chain of 85 restaurants throughout Mexico, and in 1980, |

| 12 | 13 | | the first El Pollo Loco location in the United States opened its |
|---|
| 13 | 14 | | doors in Los Angeles; the chain continued to grow, encompassing |
|---|
| 14 | 15 | | more than a dozen U.S. locations over the next two years, and in |

| 15 | 16 | | 1983 the company was sold to Denny's; and |

| 16 | 17 | | WHEREAS, This dynamic entrepreneur chose Laredo as the place |

| 17 | 18 | | for his next venture, Taco Palenque, which opened in 1987; the Taco |

| 18 | 19 | | Palenque chain has since expanded throughout South Texas, and in |

| 19 | 20 | | 2005 Mr. Ochoa made his first foray into full-service restaurants |

| 20 | 21 | | with the establishment of Palenque Grill, a brand that today |

| 21 | 22 | | includes locations in Laredo, McAllen, and San Antonio; and |

| 22 | 23 | | WHEREAS, Mr. Ochoa is supported in all his endeavors by his |

| 23 | 24 | | loving wife, Flérida, and he has had the pleasure of seeing his |
|---|
| 24 | 25 | | children and grandchildren join him in his ventures; his |
|---|
| 25 | 26 | | accomplishments as an entrepreneur have contributed to the creation |

| 26 | 27 | | of thousands of jobs in Mexico and in the United States, and in 2011 |

| 27 | 28 | | he had the honor of being named the BusinessPerson of the Year by |
|---|
| 28 | 29 | | the Laredo Chamber of Commerce; and |

| 29 | 30 | | WHEREAS, Francisco Ochoa has demonstrated the values of hard |

| 30 | 31 | | work, perseverance, and resourcefulness in the pursuit of his |

| 31 | 32 | | goals, creating a solid foundation for the next generation of Ochoa |

| 32 | 33 | | family business leaders, and his lifetime achievements are truly |

| 33 | 34 | | deserving of special commendation; now, therefore, be it |

| 34 | 35 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 35 | 36 | | Legislature hereby honor Juan Francisco Ochoa for his successful |

| 36 | 37 | | career in the restaurant industry and extend to him sincere best |

| 37 | 38 | | wishes for the future; and, be it further |
