| 5 | 5 | | WHEREAS, National Speech and Debate Education Day is being |

| 7 | 7 | | WHEREAS, Established by the National Speech & Debate |
|---|
| 8 | 8 | | Association, in conjunction with national and local partners, this |
|---|
| 9 | 9 | | event serves to promote better instruction in speech and debate |
|---|
| 10 | 10 | | across all grade levels and to highlight the pivotal roles those |
|---|
| 11 | 11 | | abilities play in personal advocacy, social movements, and public |
|---|
| 12 | 12 | | policy-making; and |
|---|
| 13 | 13 | | WHEREAS, Speech and debate education helps students develop |
|---|
| 14 | 14 | | important skills in communication, critical thinking, creativity, |
|---|
| 15 | 15 | | and collaboration through the practice of public speaking; |
|---|
| 16 | 16 | | participants learn not only to analyze and express complex ideas |
|---|
| 17 | 17 | | effectively but also to listen, concur, question, or dissent with |
|---|
| 18 | 18 | | reason and compassion; and |
|---|
| 19 | 19 | | WHEREAS, Across the country, countless educators devote |

| 20 | 20 | | in-school, after-school, and weekend time to supporting their |

| 21 | 21 | | students in speech and debate practices and competitions, and the |
|---|
| 22 | 22 | | example of hard work and dedication they set has a lasting, positive |
|---|
| 23 | 23 | | impact on their pupils; and |

| 24 | 24 | | WHEREAS, The skills learned through speech and debate serve |

| 25 | 25 | | students well throughout their lives, and this occasion presents a |

| 26 | 26 | | welcome opportunity to recognize such instruction as an essential |
|---|
| 27 | 27 | | component of a well-rounded curriculum; now, therefore, be it |
|---|
| 28 | 28 | | RESOLVED, That the House of Representatives of the 85th Texas |
|---|
| 29 | 29 | | Legislature hereby recognize March 3, 2017, as National Speech and |
|---|
| 30 | 30 | | Debate Education Day in Texas. |
