|---|
| 8 | 9 | | WHEREAS, Over 66,000 Texas children were confirmed to be |
|---|
| 9 | 10 | | victims of abuse and neglect, of whom more than 17,000 were removed |
|---|
| 10 | 11 | | from their homes; tragically, 171 children died of abuse and |
|---|
| 11 | 12 | | neglect in 2015; and |
|---|
| 12 | 13 | | WHEREAS, The short-term and long-term costs of child abuse |
|---|
| 13 | 14 | | and neglect are estimated at $210,012 per victim, paid through |
|---|
| 14 | 15 | | medical treatment, foster care, law enforcement, mental health |
|---|
| 15 | 16 | | care, special education, juvenile delinquency, and lost |
|---|
| 16 | 17 | | productivity; in 2015, the cost to Texans for child maltreatment |
|---|
| 17 | 18 | | was over $14 billion; child maltreatment also carries enormous |
|---|
| 18 | 19 | | continuing societal costs as victims suffer from mental illness, |
|---|
| 19 | 20 | | substance abuse, developmental delays, teen pregnancy, academic |
|---|
| 20 | 21 | | underachievement, criminal behavior, unemployment, and poverty; |

| 22 | 23 | | WHEREAS, Child abuse is a state and community problem, and |
|---|
| 23 | 24 | | successfully protecting children depends on investments in |
|---|
| 24 | 25 | | evidence-based prevention from all sources; all citizens have an |

| 25 | 26 | | important role to play by supporting and encouraging parents and |
|---|
| 26 | 27 | | other caregivers so that children are raised in a safe, nurturing |
|---|
| 27 | 28 | | environment; now, therefore, be it |
|---|
| 28 | 29 | | RESOLVED, That the House of Representatives of the 85th Texas |
|---|
| 29 | 30 | | Legislature hereby recognize February 7, 2017, as Child Protection |

| 30 | 31 | | and Home Visiting Day at the State Capitol; and, be it further |
