45 R E S O L U T I O N
56 WHEREAS, A full and productive life drew to a close with the
67 passing of admired attorney and civic leader Xavier Culver Lemond
78 of Katy on January 20, 2017, at the age of 75; and
89 WHEREAS, The son of Joseph and Bertha Lemond, Xavier Lemond
910 was born in Leonville, Louisiana, on April 20, 1941; his family
1011 moved to Texas three years later, and he attended Charles R. Drew
1112 High School in Barrett Station; after enlisting in the United
1213 States Army, he completed Officer Candidate School, served as a
1314 paratrooper with the 82nd Airborne Division, and then joined the
1415 Army Reserve, rising to the rank of captain; and
1516 WHEREAS, Mr. Lemond was employed at Sinclair Petrochemicals
1617 while earning a bachelor's degree in psychology at the University
1718 of Houston; subsequently, he worked his way through the University
1819 of Houston Bates College of Law as a claims adjuster with State
1920 Farm; in 1974, he joined Conoco as an oil and gas attorney, and he
2021 became a leader in the company's diversity initiatives and
2122 community outreach; in addition, he was an adjunct professor at
2223 South Texas College of Law and taught ESL at Houston Community
2324 College; following his retirement from Conoco in 1994, he served
2425 Harris County as an assistant county attorney, as director of
2526 community development and community affairs, and as director of the
2627 Social Services Department; although he retired in 2009, he
2728 continued to share his legal expertise at the local, state, and
2829 national levels; and
2930 WHEREAS, Dedicated to his alma mater, Mr. Lemond became the
3031 first African American alumnus appointed to the board of regents of
3132 the University of Houston, which he served as vice chair, and he
3233 chaired both the Art Acquisition and Building Committees; over the
3334 years, he was a mentor to countless people, especially the youth of
3435 the Barrett Station community and participants in a UH student
3536 scholars program; he was active in AA and Al-Anon as well; and
3637 WHEREAS, Mr. Lemond shared a fulfilling marriage with his
3738 wife, Diane, and he took great pride in his children, Nicole, Lydia,
3839 and Richard, his seven grandchildren, and his great-grandchild; and
3940 WHEREAS, A bighearted man of enormous wit, charm, and good
4041 humor, Xavier Lemond made a positive difference in the lives of
4142 innumerable people, and memories of his kindness and generosity
4243 remain to comfort and inspire those he leaves behind; now,
4344 therefore, be it
4445 RESOLVED, That the House of Representatives of the 85th Texas
4546 Legislature hereby pay tribute to the life of Xavier Culver Lemond
4647 and extend deepest condolences to all who mourn his passing; and, be
4748 it further
4849 RESOLVED, That an official copy of this resolution be
4950 prepared for his family and that when the Texas House of
5051 Representatives adjourns this day, it do so in memory of Xavier
5152 Lemond.
