5 | 6 | | WHEREAS, A full and productive life drew to a close with the |

6 | 7 | | passing of admired attorney and civic leader Xavier Culver Lemond |

7 | 8 | | of Katy on January 20, 2017, at the age of 75; and |
---|
8 | 9 | | WHEREAS, The son of Joseph and Bertha Lemond, Xavier Lemond |
---|
9 | 10 | | was born in Leonville, Louisiana, on April 20, 1941; his family |
---|
10 | 11 | | moved to Texas three years later, and he attended Charles R. Drew |
---|
11 | 12 | | High School in Barrett Station; after enlisting in the United |
---|
12 | 13 | | States Army, he completed Officer Candidate School, served as a |
---|
13 | 14 | | paratrooper with the 82nd Airborne Division, and then joined the |
---|
14 | 15 | | Army Reserve, rising to the rank of captain; and |
---|
15 | 16 | | WHEREAS, Mr. Lemond was employed at Sinclair Petrochemicals |
---|
16 | 17 | | while earning a bachelor's degree in psychology at the University |
---|
17 | 18 | | of Houston; subsequently, he worked his way through the University |
---|
18 | 19 | | of Houston Bates College of Law as a claims adjuster with State |
---|
19 | 20 | | Farm; in 1974, he joined Conoco as an oil and gas attorney, and he |
---|
20 | 21 | | became a leader in the company's diversity initiatives and |
---|
21 | 22 | | community outreach; in addition, he was an adjunct professor at |
---|
22 | 23 | | South Texas College of Law and taught ESL at Houston Community |
---|
23 | 24 | | College; following his retirement from Conoco in 1994, he served |
---|
24 | 25 | | Harris County as an assistant county attorney, as director of |
---|
25 | 26 | | community development and community affairs, and as director of the |
---|
26 | 27 | | Social Services Department; although he retired in 2009, he |
---|
27 | 28 | | continued to share his legal expertise at the local, state, and |
---|
28 | 29 | | national levels; and |
---|
29 | 30 | | WHEREAS, Dedicated to his alma mater, Mr. Lemond became the |
---|
30 | 31 | | first African American alumnus appointed to the board of regents of |
---|
31 | 32 | | the University of Houston, which he served as vice chair, and he |
---|
32 | 33 | | chaired both the Art Acquisition and Building Committees; over the |
---|
33 | 34 | | years, he was a mentor to countless people, especially the youth of |
---|
34 | 35 | | the Barrett Station community and participants in a UH student |
---|
35 | 36 | | scholars program; he was active in AA and Al-Anon as well; and |
---|
36 | 37 | | WHEREAS, Mr. Lemond shared a fulfilling marriage with his |
---|
37 | 38 | | wife, Diane, and he took great pride in his children, Nicole, Lydia, |
---|
38 | 39 | | and Richard, his seven grandchildren, and his great-grandchild; and |
---|
39 | 40 | | WHEREAS, A bighearted man of enormous wit, charm, and good |
---|
40 | 41 | | humor, Xavier Lemond made a positive difference in the lives of |
---|
41 | 42 | | innumerable people, and memories of his kindness and generosity |
---|
42 | 43 | | remain to comfort and inspire those he leaves behind; now, |
---|
43 | 44 | | therefore, be it |

44 | 45 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
45 | 46 | | Legislature hereby pay tribute to the life of Xavier Culver Lemond |
---|
46 | 47 | | and extend deepest condolences to all who mourn his passing; and, be |

47 | 48 | | it further |

48 | 49 | | RESOLVED, That an official copy of this resolution be |

49 | 50 | | prepared for his family and that when the Texas House of |
