| 5 | 6 | | WHEREAS, The City of Dallas lost an esteemed civic leader |

| 6 | 7 | | with the passing of former Dallas Independent School Board |

| 7 | 8 | | president Hollis Brashear on February 5, 2016, at the age of 81; and |

| 8 | 9 | | WHEREAS, Born in 1935, Hollis Brashear grew up in southern |

| 9 | 10 | | Dallas during segregation; he spent summers as a boy picking cotton |
|---|
| 10 | 11 | | to help support his family and worked as a janitor at Prairie View |
|---|
| 11 | 12 | | A&M University while completing his bachelor's degree in civil |
|---|
| 12 | 13 | | engineering; subsequently, he completed a master's degree at |
|---|
| 13 | 14 | | Oklahoma State University; and |
|---|
| 14 | 15 | | WHEREAS, Mr. Brashear was commissioned as a second |
|---|
| 15 | 16 | | lieutenant in the U.S. Army Corps of Engineers and commanded a |
|---|
| 16 | 17 | | combat engineer company near the demilitarized zone in Korea; he |
|---|
| 17 | 18 | | went on to serve in France and in the Vietnam War, earning many |
|---|
| 18 | 19 | | decorations, among them two Bronze Stars; in 1979, he concluded a |
|---|
| 19 | 20 | | distinguished military career that spanned 21 years and returned to |
|---|
| 20 | 21 | | his hometown, where he served as director of the City of Dallas |
|---|
| 21 | 22 | | Building Services Department; he also managed the Dallas office of |
|---|
| 22 | 23 | | the Williams, Russell, and Johnson engineering firm and founded HNB |
|---|
| 23 | 24 | | Consulting Engineers; and |
|---|
| 24 | 25 | | WHEREAS, Mr. Brashear won a seat on the Dallas ISD board in |

| 25 | 26 | | 1992 and became a strong voice for the educational needs of minority |
|---|
| 26 | 27 | | children; he was twice elected president and provided calm |
|---|
| 27 | 28 | | leadership during a contentious period; moreover, he was a mentor |
|---|
| 28 | 29 | | and role model to other African American public officials; further |
|---|
| 29 | 30 | | benefiting his community, he gave of his time and expertise to such |
|---|
| 30 | 31 | | organizations as the Oak Cliff Chamber of Commerce, The University |
|---|
| 31 | 32 | | of Texas at Dallas development board, the Dallas County Appraisal |
|---|
| 32 | 33 | | District board, and the Dallas Chapter of Alpha Phi Alpha |
|---|
| 33 | 34 | | Fraternity; and |
|---|
| 34 | 35 | | WHEREAS, After retiring from the school board in 2006, |

| 35 | 36 | | Mr. Brashear remained active in educational matters while serving |
|---|
| 36 | 37 | | as the caregiver for his beloved wife, Minnie, who passed away in |
|---|
| 37 | 38 | | 2014; he was the devoted father of Enez Brashear and Teresa |

| 38 | 39 | | Brashear-Briscoe; and |
|---|
| 39 | 40 | | WHEREAS, Hollis Brashear made a meaningful difference in the |
|---|
| 40 | 41 | | lives of his loved ones and fellow citizens alike, and he will be |
|---|
| 41 | 42 | | remembered with admiration and affection by all who were fortunate |
|---|
| 42 | 43 | | enough to know him; now, therefore, be it |
|---|
| 43 | 44 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 44 | 45 | | Legislature hereby pay tribute to the life of Hollis Brashear and |
