| 8 | 9 | | WHEREAS, Named for Augustus H. Garland, who served as |

| 9 | 10 | | attorney general of the United States, the city began as the site of |

| 10 | 11 | | a new post office that was established in 1887 between the |

| 11 | 12 | | communities of Duck Creek and Embree; the population grew to 478 |
|---|
| 12 | 13 | | over the next few years, and Garland was incorporated in 1891; and |
|---|
| 13 | 14 | | WHEREAS, Now the 12th-largest city in Texas, with area in |
|---|
| 14 | 15 | | Collin and Rockwall as well as Dallas Counties, Garland is home to |
|---|
| 15 | 16 | | more than 230,000 people and such major employers as Kraft Foods, |
|---|
| 16 | 17 | | Hatco, Baylor Medical Center, and L3 Communications, which |

| 17 | 18 | | contribute greatly to the area's economy; in 2015, Garland was |

| 18 | 19 | | recognized as the eighth-best-run city in the country; moreover, it |

| 19 | 20 | | has been ranked as the second-best city in the State of Texas for |

| 20 | 21 | | saving money, and in 2008, CNN placed it on its list of "Top 100 |

| 22 | 23 | | WHEREAS, The people of Garland enjoy numerous amenities, |

| 31 | 32 | | technology, and in 2016, the district's Hillside Academy for |
|---|

| 34 | 35 | | WHEREAS, This dynamic city is one of the Lone Star State's |
