| 5 | 6 | | WHEREAS, The year 2017 marks the 25th anniversary of the |

| 7 | 8 | | WHEREAS, Since its inception on May 29, 1992, the Texas |

| 8 | 9 | | Lottery has generated more than $25 billion for the State of Texas; |

| 9 | 10 | | 97 percent of lottery sales are returned to the state through |
|---|
| 10 | 11 | | contributions to the Foundation School Program, the Texas Veterans |
|---|
| 11 | 12 | | Commission Fund for Veterans' Assistance, and other state |
|---|
| 12 | 13 | | initiatives, as well as through prizes and retailer commissions, |
|---|
| 13 | 14 | | bonuses, and incentives; to date, the lottery has provided more |
|---|
| 14 | 15 | | than $20 billion to public education and over $74 million to Texas |
|---|
| 15 | 16 | | veterans; and |
|---|
| 16 | 17 | | WHEREAS, The lottery reached new heights in fiscal year 2016, |

| 17 | 18 | | producing sales in excess of $5 billion and generating $1.39 |

| 18 | 19 | | billion in state revenue; moreover, in recognition of the lottery's |

| 19 | 20 | | responsible gaming initiatives, it was awarded Level 3 |

| 20 | 21 | | certification in 2016 by the World Lottery Association; and |

| 21 | 22 | | WHEREAS, In 2003, the Texas Lottery Commission joined the |

| 22 | 23 | | Texas Alert System Network, and now each of the more than 17,000 |

| 23 | 24 | | licensed lottery retailers statewide plays an important role in the |

| 24 | 25 | | state's AMBER, Silver, and Blue Alert operations; and |

| 25 | 26 | | WHEREAS, Through its continued success and growth, the Texas |

| 26 | 27 | | Lottery has become a vital component of the state's economy, and |

| 27 | 28 | | this occasion presents a welcome opportunity to recognize the |

| 28 | 29 | | outstanding work of the Texas Lottery Commission; now, therefore, |
