| 5 | 6 | | WHEREAS, In 2016, the Madisonville Sidewalk Cattlemen's |

| 7 | 8 | | WHEREAS, MSCA was established on March 25, 1941, by Dr. Jesse |

| 8 | 9 | | B. Heath, who served as its inaugural president; the organization's |

| 9 | 10 | | name was conceived from an article published earlier that year by |
|---|
| 10 | 11 | | Madisonville Meteor editor Henry Fox, teasing local residents whom |
|---|
| 11 | 12 | | he dubbed "sidewalk cattlemen" because they wore cowboy boots but |
|---|
| 12 | 13 | | owned no cattle; the association soon adopted so-called boot |
|---|
| 13 | 14 | | regulations, which stated all boot wearers within the city limits |
|---|
| 14 | 15 | | must possess at least two head of cattle or else be dunked in the |
|---|
| 15 | 16 | | horse trough on the courthouse lawn; that proud town tradition |
|---|
| 16 | 17 | | continues to this day; and |
|---|
| 17 | 18 | | WHEREAS, Since its inception, MSCA has expanded its scope to |
|---|
| 18 | 19 | | benefit youth across Madison County, and it has hosted numerous |
|---|
| 19 | 20 | | fund-raising events, including steak dinners, trail rides, |
|---|
| 20 | 21 | | parades, queen's contests, stick-horse races, calf scrambles, |
|---|
| 21 | 22 | | barbecue cook-offs, rodeos, and dances; to date, the organization |
|---|
| 22 | 23 | | has awarded hundreds of thousands of dollars in scholarships to |
|---|
| 23 | 24 | | area high school students; and |
|---|
| 24 | 25 | | WHEREAS, Though it began as a tongue-in-cheek rejoinder to |
|---|
| 25 | 26 | | the local "all boot, no cattle" crowd, the Madisonville Sidewalk |

| 26 | 27 | | Cattlemen's Association has long been a significant force for good |
|---|
| 27 | 28 | | in its community, and it is a pleasure to join in recognizing this |
|---|
| 28 | 29 | | exemplary organization on this special milestone in its history; |

| 29 | 30 | | now, therefore, be it |

| 30 | 31 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 31 | 32 | | Legislature hereby commemorate the 75th anniversary of the founding |

| 33 | 34 | | all those involved with the organization sincere best wishes for |
